On October 3, Chairman of the Provincial People's Committee, Head of the Civil Defense Command of Nghe An Province Le Hong Vinh signed Official Dispatch No. 45, directing urgent damage statistics and focusing on quickly overcoming the consequences of storm No. 10 and floods.

Storm No. 10 and subsequent floods have caused severe damage to people, property, and infrastructure in the province; greatly affecting production, business activities, and people's lives; the total economic damage is estimated at thousands of billions of VND, threatening to impact the province's economic and social growth rate.

Implementing the Prime Minister's Directive on urgently calculating the damage and implementing the work to overcome the consequences of storm No. 10 and the floods after the storm. Facing the risk of continued impacts of storms and floods in the coming days, in Official Dispatch No. 45 dated October 3, the Chairman of the People's Committee of Nghe An province requested the Directors of Departments; Heads of provincial-level sectors, branches and organizations; Secretaries and Chairmen of People's Committees of communes and wards, according to their functions, tasks and authority, to be more prompt, continue to mobilize maximum forces, direct the synchronous and drastic implementation of measures, prioritize key and key points to overcome the consequences of storm No. 10 and the recent floods as quickly as possible, ensuring that people's lives return to normal as soon as possible, including:

Secretary, Chairman of People's Committee of communes and wardsDirect the urgent review, assessment and statistics of damage caused by storm No. 10 and floods, especially on people's housing, educational and medical facilities, essential infrastructure, production, business and service establishments, and send them to the Provincial Civil Defense Command for synthesis and timely advice to the Provincial People's Committee to report to the Government Office. Make a list of households with dead and missing people, families with collapsed, washed away or severely damaged houses, poor families, families with meritorious services to the revolution whose houses have had their roofs blown off or damaged by storm No. 10 and recent floods.

Closely coordinate with the Vietnam Fatherland Front Committee of Nghe An province, the Central Committee of the Vietnam Fatherland Front, Vingroup Corporation and philanthropists to organize direct and timely support to the affected families to help people overcome the loss and soon stabilize their lives.

The process of reviewing, evaluating, making statistics, making lists and organizing support must pay special attention to ensuring publicity, transparency, preventing profiteering, corruption and negativity. At the same time, proactively mobilizing maximum local forces, proposing to mobilize military, police, youth, reserve forces, etc. to urgently support people to overcome the consequences of natural disasters, focusing on supporting people to build new houses, repair houses with blown-off or damaged roofs, support temporary accommodation for households that lost their homes due to storm No. 10 according to regulations, not leaving people without a place to live; immediately repair schools, educational and medical facilities with blown-off or damaged roofs due to storms and floods.

Urgently clear obstacles and clean roads to ensure traffic operations soon return to normal; restore damaged agricultural, forestry and fishery production to soon stabilize people's lives.

Director of the Department of HealthDirect the implementation of support policies within its capacity for families with deceased or missing members, families with collapsed, washed away, or damaged houses in accordance with regulations; immediately repair medical facilities with damaged roofs or damaged by storms and floods, so that people do not lack places to seek medical examination and treatment when they are sick, to be completed no later than October 5, 2025. Direct the implementation of environmental sanitation, disease prevention, and protection of people's health, absolutely not allowing disease outbreaks after floods.

Director of Department of Education and TrainingDirect the urgent repair of educational facilities damaged by storms and floods, have plans to support teaching equipment, textbooks and school supplies, ensure learning conditions for students, absolutely do not let students lack schools, classes, books and school supplies. Complete before October 5, 2025.

Director of Department of Industry and TradeAccording to the state management function, direct the immediate repair of the power grid system damaged by storms and floods, ensuring the early restoration of power supply for people's daily life and production, to be completed no later than October 5, 2025. Closely monitor the situation, proactively regulate to ensure adequate supply of food, necessities, equipment, supplies, and essential materials for home repairs; manage and control prices, prevent and strictly handle acts of unreasonable price speculation and taking advantage of natural disasters for profit.

Director of Department of Science and TechnologyDirect and urge telecommunications service providers to focus on repairing telecommunications systems damaged by storms and floods, restoring telecommunications signals to serve the direction and administration work and people's daily life and production and business, to be completed no later than October 5, 2025.

Director of Department of ConstructionDirect local service providers to urgently repair and restore the urban water system, to be completed no later than October 5, 2025. Proactively direct and support localities to quickly repair traffic routes eroded by storms and floods, ensuring safe and smooth traffic, especially on main traffic routes.

Director of the Department of Agriculture and EnvironmentDirect and coordinate with relevant departments, branches and localities to synchronously implement measures to overcome consequences and restore agricultural production; ensure the supply chain of plant and animal varieties to overcome the consequences of storms and floods. Review agricultural production plans and options, promote production in localities that were not affected or were slightly affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time.
