Nghe An attends online meeting with Government Standing Committee on overcoming consequences of storm No. 10

On the afternoon of October 3, Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired a meeting between the Government Standing Committee and 12 provinces and cities that suffered the most damage from storm No. 10, to deploy solutions to overcome the consequences.

Nghe An estimated damage of more than 2,100 billion VND due to storm No. 10

Due to the impact of storm No. 10, Nghe An has strong winds of level 7-10, gusting to level 11-14. From September 27 to 29, a widespread heavy rain occurred in the province, with rainfall ranging from 200 to 450 mm. Seriously implementing the three telegrams of the Prime Minister, Nghe An has proactively and synchronously implemented prevention and remedial measures, and at the same time organized the evacuation of people to safety.

However, storm No. 10 is a big storm, the time it stays on Nghe An mainland lasts about 6 hours, the circulation causes heavy rain and lasts for many days after that, making the province heavily affected by both storm and flood. Damage spreads from coastal plains to midlands and mountains.

As of 10:00 a.m. on October 3, 2025 (incomplete data), the total damage caused by storm No. 10 in Nghe An province is estimated at about VND 2,136 billion; of which, 82 houses were completely collapsed, 132 houses were severely damaged, 1,952 houses were damaged, 62,561 houses had their roofs blown off; 45 schools were flooded and affected; 37 medical facilities had their roofs blown off and damaged.

In addition, storms and floods also cause serious damage to agricultural production, forestry, salt production, livestock, aquaculture, seafood, and many infrastructure works such as transportation, irrigation, and electricity systems.

Faced with such damage, Prime Minister Pham Minh Chinh has just signed Decision No. 2171/QD-TTg dated October 2, 2025, providing support from the central budget reserve in 2025 for a number of localities to overcome the consequences of storm No. 10 and other natural disasters from the beginning of 2025; in which Nghe An province will receive support of 500 billion VND.

Reporting to Prime Minister Pham Minh Chinh and Government leaders at the meeting, Chairman of Nghe An Provincial People's Committee Le Hong Vinh spent a lot of time mentioning the work of overcoming the consequences of natural disasters.

He said that Nghe An has been synchronously and promptly implementing solutions to support people after the storm, helping evacuated households return home soon, stabilize their lives, and restore production; at the same time, focusing on environmental sanitation, repairing essential facilities such as healthcare, education, etc. according to the "4 on-site" motto, with the active participation of the local police and military forces.

Specifically, the province has clearly classified the damaged areas to organize timely and effective recovery. In areas where the storm passed, forces urgently cleaned up, cleared traffic routes, restored electricity and communication systems; and repaired schools, minimizing disruptions to students' learning. Medical facilities were also quickly put back into operation, along with the restoration of production and business of the people.

For flooded areas, the recovery work will be carried out as the water recedes. The Chairman of the Provincial People's Committee said: Up to now, no educational institution in the area has had to stop studying.

At weak points, the province applies temporary remedies, in parallel with long-term plans, to ensure traffic, transport of raw materials, repair of houses, schools, medical facilities, roads, water supply works and other essential infrastructure.

Nghe An also increased forces to ensure security, order and social safety in localities before, during and after storms and floods.

From the end of July 2025 until now, Nghe An has been hit by three major storms, including No. 3, No. 5 and No. 10. Storm after storm has caused damage recovery work to be incomplete before a new storm hits, causing more difficulties.

In that context, comrade Le Hong Vinh said: The province has been mobilizing the highest force and means, focusing on implementing solutions to quickly bring production, business and daily life of people and enterprises back to normal, with the most determined and drastic spirit.

Absolutely do not let people fall into the situation of "sleeping in the open" and hunger.

Concluding the meeting, Prime Minister Pham Minh Chinh sent condolences from the Party and State leaders and General Secretary To Lam to the families affected by storm No. 10, especially those whose relatives died, went missing or were injured.

The Prime Minister also commended Party committees and authorities at all levels, especially key leaders, for their timely, drastic and effective actions in preventing, responding to, and overcoming the consequences of natural disasters.

The Head of Government stressed that the immediate task is to quickly stabilize the situation and ensure the safety of people's lives. First of all, it is necessary to carefully organize the funerals for those who have passed away in accordance with customs and practices; continue to search for those who are still missing, and at the same time pay attention to treating the injured.

Localities must ensure safe accommodation, provide adequate food, provisions and essential necessities, and absolutely not let people fall into the situation of "sleeping under the open sky" or hunger. The Prime Minister requested to carefully review the needs of each locality, promptly report to the Central Government for supplementation, and strive to basically stabilize people's lives by October 5.

The Prime Minister also directed the early reconstruction of collapsed, washed away or completely damaged houses. Mobilizing all resources from local resources, the central budget, businesses and support from the whole society in the spirit of "those who have a lot contribute a lot, those who have little contribute a little, those who have merit contribute merit". The goal is to complete by December 15, ensuring people have stable and safe housing before winter.

In parallel, the repair of schools, health stations, and medical facilities must be completed before October 15 to ensure learning and health care conditions for the people. Essential infrastructure such as electricity, water, telecommunications, transportation, and irrigation must also be restored quickly.

In addition, the Prime Minister requested special attention to restoring production and business, especially in the agricultural sector. Relevant ministries and sectors need to urgently support seeds, supplies, and raw materials, and quickly implement insurance payment policies to help businesses and people restore production.

The State Bank has directed the banking system to restructure debt, defer debt, extend debt and arrange preferential credit packages to help people and businesses overcome losses. Localities must compile full statistics and report promptly so that the Government can have appropriate support policies.

The Prime Minister also called for the spirit of solidarity and mutual love of the whole society, from the people nationwide to businesses and socio-political organizations, to join hands to help people in flood-hit areas to soon restore production and stabilize their lives.

In the long term, Prime Minister Pham Minh Chinh emphasized the need to review, supplement and improve standards and norms for design, construction and operation of infrastructure works – especially electricity, telecommunications, transportation, water supply, dykes and irrigation systems – to meet the requirements of natural disaster prevention and control in the context of increasingly extreme climate change. At the same time, it is necessary to study planning and rearrangement of population in mountainous, low-lying and riverside areas, ensuring safe drainage and long-term sustainability.

Another important task is to adjust and concretize the “four on-the-spot” motto to suit the two-level government model, ensuring the “on-the-spot” principle, not being passive when natural disasters occur. The State will also prioritize budget resources to invest in forecasting, early warning, and monitoring of natural disasters; and strengthen infrastructure for natural disaster prevention, rescue, and relief.

The Prime Minister requested ministries, branches and localities to prioritize safety, disaster response and climate change adaptation when planning and approving projects; and continue to review and reinforce the dyke system and flood prevention and control works.

Propaganda and mobilization work must be carried out persistently, early and from afar to raise people's awareness and avoid being passive when natural disasters strike.

The Prime Minister noted that the authorities must urgently grasp the situation, forecast, and develop a response scenario for the forming storm No. 11, and absolutely not be negligent or subjective. Time is very urgent, requiring more drastic, proactive, and effective direction from the central to local levels.
