Resolution of the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030
On the morning of October 3rd, the 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, proceeded to vote on and approve the Resolution with high consensus and agreement.

The 20th Congress of the Nghe An Provincial Party Committee will take place from October 1st to October 3rd, 2025, in Thanh Vinh Ward, Nghe An Province, after discussing the documents presented by the 19th Provincial Party Committee.
RESOLUTION
I. I agree with the basic contents regarding the assessment of the 5-year implementation of the Resolution of the 19th Provincial Party Congress and the viewpoints, objectives, targets, tasks, and main solutions for the next 5 years (2025 - 2030) as stated in the Political Report presented to the Congress.
1. Overall assessment of the five-year implementation of the Resolution of the 19th Provincial Party Congress.
The 2020-2025 term unfolded amidst more difficulties and challenges than anticipated. With the attention and guidance of the Central Government, the Party Committee, government, and people of Nghe An province have upheld their tradition of unity and strived to achieve many important and comprehensive results, with many outstanding achievements. Most key indicators met or exceeded the targets set in the Resolution.

Party building and the construction of the political system have been emphasized and comprehensively reformed, achieving many important results. The leadership capacity of Party committees and the effectiveness and efficiency of management and administration at all levels have been enhanced. The activities of the Fatherland Front, political and social organizations, and mass associations have undergone many innovations, making positive contributions to the implementation of the province's political tasks.
The economy experienced significant growth, exceeding the growth rate of the 2016-2020 period. The size of the GRDP increased 1.7 times, and GRDP per capita increased 1.67 times compared to 2020. Resource mobilization and investment attraction yielded outstanding results. Industry and construction developed strongly; many key projects were completed and put into operation.
The service sector has diversified and accounts for a high proportion of the economic structure; export turnover has far exceeded the target. Agriculture, forestry, and fisheries have developed steadily and improved efficiency; the new rural development program has achieved many successes. Key economic zones have grown rapidly, making a significant contribution to the overall development of the province; the western region continues to develop in a sustainable direction. Science, technology, and digital transformation are given priority.
Resource management, environmental protection, and climate change response have been strengthened. The appearance of urban and rural areas is increasingly being transformed in a civilized and modern direction.

Culture and sports have developed in the right direction, achieving many positive results. Education and training have undergone comprehensive transformation, with remarkable progress in quality. Healthcare has developed rapidly, and the work of caring for, protecting, and improving the health of the people has made significant progress.
Employment, social security, policies for war veterans, social assistance, and poverty reduction have been implemented synchronously, achieving many practical results; people's lives are increasingly improving. National defense has been strengthened; security, order, and social safety have been maintained. Foreign affairs have achieved many important results.

However, the implementation of tasks in various fields still faces difficulties and limitations: The operation of the political system, especially at the commune and ward levels, has not yet met the requirements of the tasks in the new context and situation. The economy has not yet achieved breakthrough development, and the quality of growth is not high.
High-tech agriculture, marine economy, and tourism have not developed to their full potential. The quality of human resources does not meet development requirements; the poverty rate remains higher than the national average. Social order and security still harbor potential complexities.
2. Overall objectives, targets, tasks, and key solutions for the 2025-2030 term.
2.1. Overall Objectives
By 2030, Nghe An strives to become a relatively prosperous province nationwide, a national-level growth pole; a center of the North Central region for high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, and tourism; with a synchronous and modern infrastructure system that effectively adapts to climate change; continuously improving the material and spiritual lives and health of the people; preserving and promoting the value of forest, marine, and island ecosystems, culture, history, and traditions, especially the culture of Nghe An; and maintaining national defense, security, and sovereignty over borders, seas, and islands. The vision for 2045 is for Nghe An to become a high-income province, comprehensively developed, civilized, and modern.

2.2. Key Indicators
Strive to effectively implement socio-economic targets as guided by Resolution No. 39-NQ/TW dated July 18, 2023, and specialized resolutions of the Politburo, national target programs, government projects, and provincial planning. Focus on implementing 39 key targets and groups of targets for the 2025-2030 period, including: 5 groups of targets on Party building and the political system; 10 groups of targets on economics, science, and technology; 17 targets on culture and society; 5 targets on the environment; and 2 targets on national defense and security (see attached appendix), in which:
The percentage of grassroots Party organizations, Party committees directly under the Provincial Party Committee, and cadres under the management of the Provincial Party Committee and Party committees directly under the Provincial Party Committee who successfully complete their tasks or better reaches 90-95%. The annual recruitment of new Party members reaches 3-4% of the total number of Party members in the Provincial Party Committee. The streamlining of the political system's cadre and reduction of personnel will ensure that the targets set by the Central Committee are met. A modern digital government will be fundamentally established and operating effectively before 2030.
The average growth rate of the provincial gross domestic product (GRDP) for the period 2026-2030 is projected to reach 12% or higher; GRDP per capita is expected to reach approximately 165 million - 190 million VND. Total social investment for the period 2026-2030 is projected to reach approximately 1,150 trillion VND. State budget revenue in the province is expected to increase by an average of 12% or higher.
The Human Development Index (HDI) reached approximately 0.78. The poverty rate decreased by an average of 0.5-1.5% per year. The percentage of people participating in social insurance reached 41.5% of the population. The percentage of communes and wards meeting safety and security standards annually exceeded 80%.

2.3. Development Breakthroughs
Focus on implementing breakthroughs in development in various fields in accordance with the Central Government's directives, including:
Institutional breakthrough:Focus on building and issuing synchronous mechanisms and policies under the province's authority according to two key groups: (1) Creating development, attracting and encouraging investment in key sectors; promoting innovation, developing science and technology, startup ecosystem, private enterprises and new growth drivers; (2) Removing bottlenecks and barriers, freeing and unlocking development resources; promoting decentralization, delegation of power, and authorization associated with clarifying responsibilities, promoting the proactiveness, flexibility and creativity of all levels, sectors, agencies and units.
Breakthroughs in human resource development:Focus on the comprehensive development of human resources, especially high-quality human resources. Implement synchronized solutions to improve the quality of general education, vocational education, and higher education in a modern and integrated direction; strive to have training programs that meet international standards.
Promote flexible training models and skills development for officials, civil servants, employees, and entrepreneurs. Intensify efforts to attract and utilize talented individuals and high-quality labor. Build a team of officials at all levels with the necessary qualities, capabilities, and prestige to meet the demands of the new era.
Breakthroughs in infrastructure development:Focus on developing strategic transportation infrastructure that is interconnected, has a ripple effect, and creates momentum for development. Promote the development of digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation, disaster prevention and mitigation works, and climate change adaptation projects. Develop modern urban infrastructure, essential social infrastructure, and social housing.

2.4. Main tasks and solutions
To successfully achieve the defined goals and targets, along with strong and decisive innovation in leadership and guidance, and the improvement of the institutional and operational mechanisms of agencies and organizations within the political system, the Congress unanimously agreed to focus on effectively implementing the following main groups of tasks and solutions:
The first:Innovate and build a clean and strong Party organization and political system; streamline and improve the quality, efficiency, effectiveness, and efficiency of the Party organization, government, Fatherland Front, and other socio-political organizations. This includes focusing on enhancing the leadership capacity, political acumen, qualifications, exemplary role, and fighting spirit of Party committees, Party organizations, and each cadre and Party member, especially key leading and managerial cadres at all levels. Continue to promote and implement regularly and extensively the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with Party building, rectification, and power control.
Innovate mass mobilization work, strengthen the close relationship between the Party and the people, and rely on the people to build the Party and the political system. Continue to improve the organizational structure, enhance the effectiveness and efficiency of the political system; build and consolidate grassroots Party organizations and improve the quality of Party members. Strongly innovate personnel work, improve the quality of cadres at all levels, especially key cadres. Innovate methods and improve the effectiveness of inspection and supervision work, strengthen regular supervision and warning of violations. Strengthen internal affairs work, judicial reform, and the fight against corruption, waste, and negative phenomena.
Monday:Innovate the growth model, restructure the economy towards modernity and sustainability, and improve the quality of economic growth and competitiveness. Develop the economic pillars synchronously and sustainably: Develop industry and construction towards modernity, greenness, sustainability, and high added value. Develop green, smart, ecological agriculture that adapts to climate change; enhance value and linkages in the product chain. Develop services towards modernity, high quality, and sustainability; promote digital transformation; and form key service sectors. Develop sustainable tourism towards professionalism, quality, and efficiency; strive to make tourism a key economic sector by 2030. Effectively implement the Strategy for Sustainable Development of the Marine Economy to 2030, with a vision to 2045, in a sustainable, comprehensive manner, linked to ensuring national defense and security.
Tuesday:Develop economic zones, economic corridors, urban areas, rural areas, and infrastructure in a way that is interconnected, modern, and sustainable. Continue to concretize and effectively implement the orientation of Resolution No. 39-NQ/TW, dated July 18, 2023, of the Politburo and the provincial plan on the development of key areas, economic corridors, and urban systems. Promote the construction of new rural areas and the development of commune cluster centers linked to rural socio-economic development. Invest in the development of synchronous, modern infrastructure that is adaptable to climate change.
Wednesday:Developing science, technology, innovation, and digital transformation will create new impetus for rapid and sustainable development. Focus on effectively implementing Resolution No. 57-NQ/TW of the Politburo. Build and refine mechanisms and policies, create a favorable environment, and promote research, application, and technology transfer; prioritize the development of areas with potential and strengths in science and technology; and build Nghe An into a center for innovation and technology transfer in the North Central region. Accelerate comprehensive digital transformation across all areas of state management, economy, culture, and society. Build an effective digital government that better serves citizens and businesses. Develop a digital society linked to building digital citizens.

Thursday:Strictly manage, exploit, and utilize resources effectively; protect the environment, promote sustainable development, and proactively respond to climate change and natural disasters. Strengthen the capacity of state management and improve the quality of planning and implementation of plans related to resource exploitation and utilization, environmental protection, and adaptation to climate change. Promote decentralization, delegation of authority, and the application of technology in land and resource management. Strengthen inspection and enforcement, and strictly handle violations related to resources and the environment. Promote the socialization of environmental protection. Proactively implement solutions to respond to climate change, prevent, and mitigate natural disaster risks.
Friday:Comprehensive development of socio-cultural fields, improving the quality of human resources, people's living standards, and ensuring social progress and equity. The comprehensive development of Nghe An's culture and people will truly become a soft power and an endogenous resource for development. Breakthroughs in education and training development; improving the quality of human resources to meet development requirements. Developing a modern, equitable, and sustainable healthcare system; creating breakthroughs in protecting, caring for, and improving the health of the people. Improving the efficiency of labor and employment work, effectively implementing policies for war veterans and ensuring social security. Regularly paying special attention to and improving the effectiveness of ethnic and religious affairs.
Saturday:Thoroughly and effectively implement the Party's guidelines and policies, and the State's laws and regulations on building and consolidating the all-people national defense, the all-people national defense posture, and the people's security, linked with building a solid foundation of public support. Closely and effectively combine the tasks of ensuring national defense and security with economic, cultural, social, and foreign relations development. Ensure political security, maintain border security and security in special areas; effectively carry out the work of preventing and combating all types of crimes, violations of the law, and social evils. Build a clean, strong, comprehensive, revolutionary, regular, elite, and modern provincial armed force. Maximize the combined strength of the entire political system and the whole people in the work of protecting territorial sovereignty, national border security, maintaining security and order; building a society that is orderly, disciplined, and safe for development.
Eighth:Enhance the effectiveness of foreign relations, proactively integrate comprehensively into the international community, and promote regional development linkages. Consolidate and deepen traditional cooperative relations with localities of the Lao People's Democratic Republic; proactively expand cooperation with strategic partners, especially countries and territories with potential in science, technology, finance, human resource training, and innovation. Actively coordinate closely with central agencies, international organizations, and major investors to implement key programs and projects, creating momentum for the province's growth in the new development period. Innovate cooperation with development centers and provinces and cities in the region to enhance the effectiveness of development linkages.

II- Approval of the Report on the review of the leadership and direction of the Provincial Party Committee's Executive Committee, 19th term, presented at the Congress.
The Executive Committee of the Provincial Party Committee, 20th term, is tasked with incorporating the opinions of the Congress, building on strengths, overcoming limitations and shortcomings, and improving the quality and effectiveness of leadership and guidance in the next term.
III- The report summarizing the comments and suggestions from Party committees, Party organizations, and people of all walks of life in the province on the draft documents to be submitted to the 14th National Congress of the Party is approved. The 20th Provincial Party Committee is tasked with incorporating the Congress's feedback, supplementing and finalizing the documents, and reporting to the Central Committee.
IV- The election results for the 20th Provincial Party Committee, comprising 68 members, and the election results for the delegation to attend the 14th National Congress of the Party, comprising 30 official delegates and 3 alternate delegates, were approved. The 20th Provincial Party Committee is tasked with finalizing the election results documents and reporting them to the Politburo, the Secretariat, and relevant Central Party committees for approval as per regulations.

V. The Executive Committee of the Provincial Party Committee, 20th term, based on the Resolution of the Congress and thoroughly understanding the Resolution of the 14th National Congress of the Party, shall issue action programs and work plans to lead effective implementation.
The 20th Congress of the Nghe An Provincial Party Committee marks a crucial turning point, with a more far-sighted vision in the development process following the Party's reform guidelines. The Congress demonstrates the strong will and aspirations of the Party Committee and the people to achieve the province's development goals, as envisioned in the sacred wishes of President Ho Chi Minh and guided by the Central Committee.
The Party Committee, government, people, and armed forces throughout the province pledge to unite, make greater efforts, demonstrate higher determination, uphold traditions and utilize all potential, seize opportunities, overcome difficulties and challenges, innovate, and successfully achieve the goals and tasks set forth in the Resolution of the Party Congress, contributing together with the whole country to the successful implementation of the Resolution of the 14th National Congress of the Party.
