Resolution of the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030

The 20th Congress of Nghe An Provincial Party Committee took place from October 1, 2025 to October 3, 2025, in Thanh Vinh Ward, Nghe An Province, after discussing documents submitted by the 19th Provincial Party Committee Executive Committee,

RESOLUTION

I- Approve the basic contents of the assessment of 5 years of implementing the Resolution of the 19th Provincial Party Congress and the viewpoints, goals, targets, tasks, and main solutions for 5 years (2025 - 2030) stated in the Political Report submitted to the Congress.

1. General assessment of 5 years of implementing the Resolution of the 19th Provincial Party Congress.

The 2020 - 2025 term took place in a more difficult and challenging context than expected. With the attention and leadership of the Central Government, the Party Committee, the government and the people of Nghe An province have promoted the tradition of solidarity and strived to achieve many important and comprehensive results, with many outstanding highlights. Most of the main targets met and exceeded the targets set out in the Resolution.

The work of Party building and political system building has been focused on, innovated synchronously, and achieved many important results. The leadership capacity of Party committees, the effectiveness and efficiency of management and administration of authorities at all levels have been improved. The activities of the Fatherland Front, socio-political organizations and mass organizations have had many innovations, contributing positively to the implementation of the province's political tasks.

The economy grew quite well, higher than the growth rate in the period 2016 - 2020. GRDP scale increased 1.7 times, GRDP per capita increased 1.67 times compared to 2020. Resource mobilization and investment attraction achieved outstanding results. Industry - construction developed strongly; completed and put into use many key projects.

Services have developed in a diverse manner, accounting for a high proportion in the economic structure; export turnover has far exceeded the target. Agriculture, forestry and fishery have developed stably, improving efficiency; the new rural construction program has achieved many successes. Key economic zones have grown rapidly, contributing greatly to the overall development of the province; the Western region continues to develop in a sustainable direction. Science, technology and digital transformation are focused.

Resource management, environmental protection, and climate change response have been enhanced. The appearance of urban and rural areas has been increasingly transformed towards civilization and modernity.

Culture and sports developed in the right direction, achieving many positive results. Education and training changed comprehensively, with remarkable progress in quality. Healthcare developed rapidly, and the work of caring for, protecting, and improving people's health made much progress.

Policies on employment, social security, meritorious people, social assistance, and poverty reduction have been implemented synchronously, achieving many practical results; people's lives have been increasingly improved. National defense has been strengthened; security, order, and social safety have been maintained. Foreign affairs have achieved many important results.

However, the implementation of tasks in all fields still has difficulties and limitations: The activities of the political system, especially at the commune and ward levels, have not yet met the requirements of the tasks in the new context and situation. The economy has not yet created a breakthrough development, and the quality of growth is not high.

The development of high-tech agriculture, marine economy, and tourism has not been commensurate with their potential. The quality of human resources has not met the development requirements; the poverty rate is higher than the national average. Social order and security still have potential complications.

2. General goals, targets, tasks and main solutions for the 2025 - 2030 term

2.1. General objectives

By 2030, Nghe An will become a fairly developed province in the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism; have a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people will be constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An will be preserved and promoted; national defense, security and sovereignty over borders, seas and islands will be maintained. Vision to 2045, Nghe An will become a province with high income, comprehensive development, civilization and modernity.

2.2. Main indicators

Strive to well implement socio-economic targets according to the orientation in Resolution No. 39-NQ/TW dated July 18, 2023 and thematic resolutions of the Politburo, national target programs, projects of the Government and provincial planning. Focus on implementing 39 main targets and groups of targets for the period 2025 - 2030 including: 5 groups of targets on Party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture - society; 5 targets on environment; 2 targets on national defense and security (attached appendix), of which:

The number of grassroots party organizations, party committees directly under the Provincial Party Committee and cadres under the management of the Provincial Party Committee and party committees directly under the Provincial Party Committee who have completed their tasks well or better is 90-95%. The annual admission of new party members is 3-4% compared to the total number of party members of the Provincial Party Committee. Streamlining the staff of the political system and streamlining the payroll to ensure the targets assigned by the Central Government. Basically forming and effectively operating a modern digital government before 2030.

The average growth rate of gross regional domestic product (GRDP) in the period of 2026 - 2030 will reach 12% or more; GRDP per capita will reach about 165 million - 190 million VND. Total social investment capital in the period of 2026 - 2030 will reach about 1,150 trillion VND. State budget revenue in the area will increase by an average of 12% or more.

The Human Development Index (HDI) is about 0.78. The poverty rate decreases by an average of 0.5 - 1.5% per year. The rate of people participating in social insurance is 41.5% of the population. The rate of communes and wards meeting safety standards for security and order each year is over 80%.

2.3. Development breakthrough

Focus on implementing breakthroughs in development of fields according to the Central Government's direction, including:

Institutional breakthrough:Focus on building and synchronously promulgating mechanisms and policies under the province's authority in two key groups: (1) Creating development, attracting and encouraging investment in key areas; promoting innovation, developing science and technology, startup ecosystem, private enterprises and new growth drivers; (2) Removing bottlenecks and barriers, liberating and unblocking development resources; promoting decentralization, delegation of authority, and authorization associated with clarifying responsibilities, promoting proactiveness, flexibility, and creativity of all levels, sectors, agencies, and units.

Breakthrough in human resource development:Focus on comprehensively developing human resources, especially high-quality human resources. Synchronously deploy solutions to improve the quality of general education, vocational education, and university education in the direction of modernization and integration; strive to have training sectors that meet international standards.

Promote flexible training models, foster skills for officials, civil servants, employees and entrepreneurs. Promote the attraction and use of talents and high-quality workers. Build a team of officials at all levels with qualities, capacity and prestige, meeting the requirements of tasks in the new period.

Breakthrough in infrastructure development:Focus on developing strategic transport infrastructure with connectivity, spillover effects, and creating momentum for development. Promote the development of digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation, disaster prevention and control projects, and climate change adaptation. Develop modern urban infrastructure, essential social infrastructure, and social housing.

2.4. Main tasks and solutions

To successfully implement the identified goals and targets, along with strong and drastic innovation in leadership and direction, perfecting the institutions and operating mechanisms of agencies and organizations in the political system, the Congress agreed to focus on effectively implementing the following main groups of tasks and solutions:

The first:Innovate and build a clean and strong Party organization and political system; streamline, improve the quality, efficiency, effectiveness and efficiency of Party organizations, the government, the Fatherland Front and socio-political organizations. In particular, focus on improving the leadership capacity, political mettle, qualifications, exemplary role and fighting spirit of Party committees, Party organizations and each cadre and Party member, first of all, key leaders and managers at all levels. Continue to promote, regularly and extensively implement the study and following of Ho Chi Minh's ideology, morality and style in conjunction with the work of Party building, rectification and power control.

Innovate mass mobilization work, strengthen the close relationship between the Party and the People, rely on the People to build the Party and the political system. Continue to perfect the organizational apparatus, improve the effectiveness and efficiency of the political system; build and consolidate grassroots party organizations and improve the quality of party members. Strongly innovate cadre work, improve the quality of cadres at all levels, especially key cadres. Innovate methods, improve the effectiveness of inspection and supervision work, strengthen regular supervision and warning of violations. Strengthen internal affairs, judicial reform, prevent and combat corruption, waste and negativity.

Monday:Innovate the growth model, restructure the economy towards modernity and sustainability, improve the quality of economic growth and competitiveness. Develop economic pillars synchronously and sustainably: Develop industry and construction towards modernity, greenness, sustainability and high added value. Develop green, smart, ecological agriculture, adapt to climate change; enhance value and connectivity in the product chain. Develop services towards modernity, high quality and sustainability; promote digital transformation; form key service industries. Develop sustainable tourism towards professionalism, quality and efficiency; strive for tourism to basically become a key economic sector by 2030. Effectively implement the Strategy for sustainable development of the marine economy to 2030, with a vision to 2045 in a sustainable and comprehensive direction, associated with ensuring national defense and security.

Tuesday:Develop economic zones, economic corridors, urban areas, rural areas and develop infrastructure in a connected, modern and sustainable direction. Continue to concretize and effectively implement the orientation of Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo and the provincial planning on developing key areas, economic corridors and urban systems. Promote new rural construction, develop commune cluster centers associated with rural socio-economic development. Invest in developing synchronous, modern infrastructure that adapts to climate change.

Wednesday:Developing science, technology, innovation and digital transformation, creating new momentum for rapid and sustainable development. Focus on effectively implementing Resolution No. 57-NQ/TW of the Politburo. Building and perfecting mechanisms and policies, creating a favorable environment and promoting research, application and technology transfer activities; prioritizing the development of fields with potential and strengths in science and technology; building Nghe An into a center of innovation and technology transfer in the North Central region. Promoting comprehensive digital transformation in the fields of state management, economy, culture and society. Building an effective digital government to better serve people and businesses. Developing a digital society associated with building digital citizens.

Thursday:Strictly manage, exploit and use resources effectively; protect the environment, develop sustainably and proactively respond to climate change and natural disasters. Strengthen state management capacity and improve the quality of planning and implementation of plans related to resource exploitation and use, environmental protection and adaptation to climate change. Promote decentralization, delegation of authority and application of technology in land and resource management. Strengthen inspection, examination and strict handling of violations of natural resources and environment. Promote socialization of environmental protection work. Proactively deploy solutions to respond to climate change, prevent, combat and mitigate natural disaster risks.

Friday:Comprehensively develop cultural and social fields, improve the quality of human resources, people's lives and ensure social progress and equity. Comprehensively develop Nghe An culture and people to truly become soft power, endogenous resources for development. Breakthrough in education and training development; improve the quality of human resources to meet development requirements. Develop a modern, equitable and sustainable health system; create breakthroughs in protecting, caring for and improving people's health. Improve the efficiency of labor and employment work, well implement policies for people with meritorious services, ensure social security. Regularly pay special attention and focus on implementing and improving the effectiveness of ethnic and religious work.

Saturday:Thoroughly grasp and promptly and effectively implement the Party's guidelines and policies, the State's policies and laws on building and consolidating the all-people national defense, the all-people national defense posture and the people's security posture, associated with building a solid people's heart posture. Closely and effectively combine the tasks of ensuring national defense and security with economic, cultural, social and foreign development. Ensure political security, maintain border and special-area security; effectively carry out the work of preventing and combating all kinds of crimes, law violations and social evils. Build a clean, strong, revolutionary, disciplined, elite and modern provincial armed force. Maximize the combined strength of the entire political system and the entire people in protecting territorial sovereignty, national border security, maintaining security and order; build an orderly, disciplined and safe society for development.

Eighth:Improve the effectiveness of foreign affairs activities, proactively integrate into the international community and promote regional development linkages. Strengthen and deepen traditional cooperation with localities of the Lao People's Democratic Republic; proactively expand cooperation with strategic partners, especially countries and territories with potential in science, technology, finance, human resource training and innovation. Proactively coordinate closely with central agencies, international organizations and major investors to implement key programs and projects, creating growth momentum for the province in the new development period. Innovate cooperation with development centers, provinces and cities in the region to improve the effectiveness of development linkages.

II- Approval of the Report reviewing the leadership and direction of the 19th Provincial Party Executive Committee presented at the Congress.

The 20th Provincial Party Executive Committee is assigned to absorb the opinions of the Congress, promote advantages, overcome limitations and shortcomings, and improve the quality and effectiveness of leadership and direction in the coming term.

III- Approving the Report synthesizing comments from Party committees at all levels, Party organizations and people of all walks of life in the province on the draft documents to be submitted to the 14th National Congress of the Party. Assigning the 20th Provincial Party Executive Committee to absorb the Congress's comments, supplement, complete and report to the Central Executive Committee.

IV- Approving the election results of the Provincial Party Executive Committee, term XX, consisting of 68 comrades; the election results of the delegation to attend the 14th National Congress of the Party, consisting of 30 official delegates and 3 alternate delegates. Assigning the Provincial Party Executive Committee, term XX, to complete the election results dossier, report to the Politburo, the Secretariat and relevant Central Party committees for approval according to regulations.

V- The Provincial Party Executive Committee, term XX, shall base on the Resolution of the Congress and thoroughly grasp the Resolution of the 14th National Party Congress, issue action programs and work plans to effectively lead implementation.

The 20th Congress of the Nghe An Provincial Party Committee is a milestone marking an important transitional stage, with a further vision in the development process following the Party's renewal policy. The Congress demonstrates the will and aspiration of the Party Committee and the People to rise up more strongly to achieve the goal of developing the province as President Ho Chi Minh's sacred will and the Central's direction.

The Party Committee, government, people and armed forces of the whole province vow to unite, make more efforts, be more determined, promote traditions and all potentials, take advantage of opportunities, overcome difficulties and challenges, innovate and create, successfully implement the goals and tasks set out in the Resolution of the Congress, contributing with the whole country to successfully implement the Resolution of the 14th National Congress of the Party.
