To proactively deploy measures to prevent and combat storms and floods, the Prime Minister requests:
1. People's Committees of provinces and cities:Organize serious on-duty shifts; review and inspect dike works, dams, unfinished construction works; proactively arrange reserve materials, forces, and means to promptly handle possible incidents; proactively drain buffer water, deploy flood control measures to protect winter crop production, and prevent flooding in cities when heavy rains occur.
People's Committees of coastal provinces and cities: Continue to direct the counting and grasp the number and information of ships operating at sea (including ships moving ashore for shelter), guide movements to avoid entering or exiting dangerous areas; call on ships to return to safe places to avoid and take shelter from storms; organize anchoring for ships in storm shelters before the storm makes landfall. Provinces from Thai Binh to Thua Thien Hue, based on the developments of storms, floods and specific local situations, decide to: prohibit ships and boats from going to sea; direct and guide the tying and support of houses, warehouses, schools, hospitals, agency headquarters, pruning of tree branches; evacuate residents from dangerous areas (low-lying coastal areas, river mouths, areas at high risk of flooding, landslides, flash floods); resolutely not leave people on ships and boats, on cages, rafts, watchtowers, aquaculture when the storm makes landfall; Organize security forces to ensure order and security in areas where people must be evacuated.
2. Central ministries and branches:
-The Ministry of Natural Resources and Environment directs the National Center for Hydro-Meteorological Forecasting to continue monitoring the developments of storms, floods, forecasts and provide information to serve timely direction and reporting so that people know and proactively prevent and avoid.
- The Ministry of Agriculture and Rural Development coordinates with localities to review, inspect, and deploy measures to protect dykes and irrigation dams (especially small dams, dams that have had incidents during the recent floods, and projects under construction), and deploy measures to drain water to prevent flooding.
-The Ministry of Industry and Trade directs inspections and plans to ensure safe operation of hydroelectric reservoirs and power transmission systems, and ensure adequate food and food reserves and electricity for pumping to prevent flooding.
- The Ministry of Transport directs to firmly grasp the number of transport ships operating at sea, guide them to escape and not enter dangerous areas, find places to avoid and shelter from storms, and organize safe anchoring. Have plans to ensure smooth traffic on main traffic routes, prepare means and materials to promptly handle incidents when it rains or floods.
-The Ministry of Public Security directed police forces to deploy guards, control, and guide safe traffic through tunnels and flooded roads with strong currents.
- Ministries of National Defense and Public Security direct units stationed in areas affected by storms and floods to prepare forces and means to be ready to help, coordinate with local forces to evacuate people when requested; and work with localities to deploy necessary measures to prevent and combat storms and floods.
-The Ministry of Foreign Affairs continues to monitor and coordinate with Vietnamese representative agencies abroad to support fishermen in taking shelter from storms when requested.
- The Ministries of Culture, Sports and Tourism and Information and Communications direct their subordinate units and localities to have plans to ensure safety for tourists and maintain communication to serve the direction of storm and flood prevention and control.
-Relevant ministries and branches, according to their functions and tasks, direct their subordinate units to be ready to support and help localities when requested.
3. National Committee for Search and RescueDirect rescue centers and search and rescue forces of ministries, branches and localities in areas affected by storms and floods to prepare forces and means, and be ready to carry out rescue and search and rescue when an incident occurs.
4. Vietnam Television, Voice of Vietnam, Vietnam News Agency and mass media agenciesCentral and local authorities should increase the time for reporting, regularly update storm developments, floods and rains, and provide instructions from authorities so that localities and people know and proactively prevent and avoid them.
5. Central Steering Committee for Flood and Storm PreventionUrge and inspect ministries, branches and localities to seriously implement the Prime Minister's direction; closely monitor the developments of storms and floods, direct ministries, branches and localities to implement specific response measures; report to the Prime Minister for direction on handling urgent situations.
6. The Prime Minister sent a working delegation.The delegation, led by the Minister - Head of the Central Steering Committee for Flood and Storm Prevention, went to Thanh Hoa, Nghe An, and Ha Tinh provinces to inspect, urge, and coordinate with localities in directing the work of responding to storms and floods./.
