Urgent implementation of prevention of blue ear disease
On March 12, Vice Chairman of the Provincial People's Committee Dinh Viet Hong signed Urgent Document No. 1420/UBND.NN. The content is as follows:
The Provincial People's Committee requests the Chairman of the District People's Committee; Directors of Departments, Heads of relevant sectors and branches to urgently direct the serious and timely implementation of the instructions in Urgent Telegram No. 05/CD-UBND-TY, dated February 20, 2013 of the Ministry of Agriculture and Rural Development, Telegram No. 09/CD-UBND, dated February 26, 2013 of the Provincial People's Committee "on strengthening the prevention and control of blue ear disease in pigs". Specifically as follows:
1. District People's Committee:
a. For Yen Thanh district:
- Strengthen direction and implementation of urgent measures to prevent and control blue ear disease; mobilize the entire political system; concentrate human and material resources to control, contain and extinguish the epidemic as soon as possible, not allowing the epidemic to spread to other localities.
- Announce the situation of blue ear disease. Propagate and guide disease prevention measures so that people in the district know and take the initiative in disease prevention.
- Establish quarantine checkpoints in Phu Thanh and Tho Thanh communes with communes threatened by the epidemic such as Hop Thanh, Hong Thanh, Lang Thanh, Hoa Thanh, Do Thanh, Nhan Thanh, Vinh Thanh - Yen Thanh district and Dien Thai commune, Dien Chau district to strictly control the transportation of pigs and pig products in and out of the epidemic area; prohibit the slaughter of pigs and the consumption of pig products in the epidemic area.
- Focus on quickly and neatly implementing vaccination against blue ear disease, DTL, and THT in pigs, reaching 100% of the pigs in need of vaccination in Phu Thanh and Tho Thanh communes and other communes threatened by the epidemic to have active immunity for the pig herd; carry out disinfection according to the instructions of the Veterinary sector; monitor, detect early, and handle sick livestock according to regulations.
b. For localities without epidemic:
- Organize regular and continuous propaganda in many forms about the dangers of the disease; require that when pigs are found to have symptoms of high fever, difficulty breathing, red or purple body, diarrhea or constipation, sows miscarrying... must immediately report to the authorities and the District Veterinary Station for timely handling instructions.
- Meeting of the District Steering Committee for Livestock and Poultry Disease Prevention. Assigning members of the District Steering Committee for Livestock and Poultry Disease Prevention to be in charge of each commune cluster to direct, inspect, and urge disease prevention and control work.
- Strengthen inspection and monitoring to detect outbreaks early. The Chairman of the District People's Committee assigns the Chairman of the People's Committee of communes, wards and towns to direct secretaries, heads of blocks, hamlets, villages, communes, grassroots veterinary officers and mass organizations at the grassroots level to strengthen monitoring and detecting epidemics.
Strictly implement the daily epidemic reporting regime from the People's Committees of communes to the district (through the veterinary station) to the Department of Agriculture and Rural Development (through the Veterinary Department) for timely handling when the epidemic is limited.
- Focus on patrolling and strictly controlling the transportation of pigs and pig products into and out of the locality under their management. Absolutely do not allow the import of pigs and pig products from epidemic areas into the locality. Detect and strictly handle violations according to the provisions of law.
Assign the Chairmen of the People's Committees of districts bordering Yen Thanh district including Nghi Loc, Dien Chau, Quynh Luu, Do Luong and districts on National Highway 7 and Provincial Road 48 including Anh Son, Nghia Dan and Thai Hoa Town to set up guard posts on main roads from Yen Thanh district to the locality to strictly control the transportation of pigs, breeding animals, and pig products from epidemic areas to the management area.
- When an outbreak occurs, apply drastic anti-epidemic measures according to Decision No. 80/2008/BNN-TY dated July 15, 2008 of the Ministry of Agriculture and Rural Development promulgating regulations on prevention and control of reproductive and respiratory syndrome in pigs.
- Urgently organize spring vaccination according to plan to create immunity for livestock.
If any district detects the epidemic late or reports late, allowing the epidemic to spread widely, the district People's Committee Chairman must be responsible to the Provincial People's Committee Chairman.
2. Department of Agriculture and Rural Development
- Coordinate with the People's Committees at district level to strengthen inspection, supervision and direction of blue ear disease prevention and control in the province.
-Direction of the Veterinary Department:
+ Closely monitor and supervise disease developments, have timely plans and solutions to prevent and control the disease effectively.
+ Coordinate with the People's Committees at district level, relevant departments and branches to effectively implement disease prevention, transportation control, slaughter control, veterinary hygiene inspection of animals and animal products; information and propaganda...
+ Assign leaders and technical staff to regularly monitor the area, coordinate with Yen Thanh District People's Committee to direct the work of preventing blue ear disease to achieve high results, and contain the epidemic in the shortest time.
+ Coordinate with local authorities at district and commune levels to strengthen inspection, monitoring, and early detection of epidemics; strictly control the transportation of pigs and pig products into and out of the province...
+ Fully prepare means, tools, chemicals, vaccines... to proactively prevent and fight epidemics.
3. Provincial departments, branches and sectors;Members of the Provincial Steering Committee for Animal and Poultry Disease Prevention and Control: strictly implement the instructions in Official Dispatch No. 09/CD-UBND, dated February 26, 2013 of the Provincial People's Committee.
4. Organizations and individuals operating in the veterinary field:
- Strictly comply with legal regulations on: animal husbandry, mandatory vaccination for livestock; slaughter, trade, and transportation of animals...
- Organizations and individuals who do not comply with regulations in the veterinary field and spread diseases will be strictly handled according to the law; they will not be entitled to state support according to current regulations.
The Chairman of the Provincial People's Committee requests the Chairman of the District People's Committee; Heads of provincial departments, branches, sectors, relevant units and individuals to seriously implement this Official Dispatch. In the process of implementation, if there are any problems, please report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for resolution.
