The Deputy Prime Minister also assigned the Ministry of Information and Communications to continue urging and guiding ministries, branches and localities to implement Directive No.34/2008/CT-TTgon enhancing the use of email systems in state agency operations.
Focusing on ensuring safety and security of information in email systems and other information systems of state agencies; guiding the remaining ministries, branches and localities to urgently issue regulations on management and use of email systems of agencies.
At the same time, strengthen the implementation of solutions to raise awareness, create habits of using official emails and scientific working methods of officials and civil servants in daily work.
The Ministry of Information and Communications said that the information technology infrastructure in state agencies is increasingly improved, creating conditions for the deployment of information technology applications in general and email systems in particular.
By the end of 2011, on average, over 90% of cadres and civil servants at the subordinate unit level in ministries and ministerial-level agencies were equipped with computers for work; this rate for localities (at the department, branch, industry, district and county levels) was about 68%.
In addition, ministries, branches and localities have also focused on investing in building and upgrading internal network (LAN), wide area network (WAN) and Internet connection systems at agencies and units. With the existing technical infrastructure, ministries, branches and localities have developed their own email systems.
The rate of agencies that have deployed an official email system (.gov.vn) to serve their work is quite high. In 2011, 100% of ministries and ministerial-level agencies deployed an official email system to serve their work; 94% of provinces and centrally-run cities have built their own official email systems (only 4 provinces have not yet built an official email system: Ha Giang, Dak Nong, Quang Nam, Soc Trang).
For ministries, ministerial-level agencies, provinces and centrally-run cities that have built an official email system, this system has been deployed to 85% of units under ministries and ministerial-level agencies, 98% of People's Committee Offices of provinces and cities and 91% of departments, branches, districts and counties.
