At the reception ceremony, Minister of Information and Communications Nguyen Bac Son affirmed: Vietnam's policy is to demonstrate goodwill, persevere in solutions, and resolve disagreements through negotiation, dialogue and peaceful measures in accordance with the common perception of the high-ranking leaders of Vietnam and China.

Agreement on basic principles for resolving maritime issues in accordance with international practice and law, especially the 1982 Convention on the Law of the Sea. Vietnam has full legal and historical grounds to affirm its sovereignty over the Hoang Sa and Truong Sa archipelagos and its sovereign rights and jurisdiction over Vietnam's exclusive economic zone and continental shelf in accordance with the provisions of the 1982 Convention on the Law of the Sea.
