The General Secretary emphasized: "Our nation, our people, our country gave birth to President Ho, the great national hero, and it was he who made our nation, our people, our country glorious. For the Vietnamese revolution and the Vietnamese people, President Ho Chi Minh's contributions are immense, like the high mountains and vast seas. After many years of searching for a way to save the country, practical activities, theoretical research, and experience, he came to the conclusion: To save the country and liberate the nation, there is no other way than the proletarian revolutionary path; nothing is more precious than independence and freedom; national independence must be associated with socialism; unity, unity, great unity - success, success, great success..."

The General Secretary also emphasized: "He worked hard to spread Marxism-Leninism in the country, trained and educated cadres, directly prepared and organized the establishment of the Communist Party of Vietnam in the spring of 1930, and from then on, together with our Party leading the Vietnamese revolution, the Vietnamese people won one victory after another, creating miracles in the 20th century: successfully carrying out the August Revolution in 1945; successfully resisting the French colonialists and American imperialists, regaining independence and freedom for the country, bringing peace and happiness to the people."

For the South, for Saigon, Uncle Ho always had a special and deep love. In his heart, there was always a South, the homeland's citadel, going first and coming last; a Saigon filled with love - where he set out to find a way to save the country and always burning with a desire to return to Saigon, to visit the South. When the South was still under foreign domination and the flames of war, there was not a single minute that Uncle Ho did not think of the South. He said: "In the South, each person, each family has their own suffering. Combining the suffering of each person, each family, it becomes my suffering." "The beloved South is always in my heart."

In response to Uncle Ho's sacred and noble sentiments, the people of the South, the people of Saigon-Gia Dinh have always upheld their patriotism, steadfastly fought for the revolution, and had absolute trust in the Party and in Uncle Ho. Especially in the resistance war against the US to save the country, implementing President Ho Chi Minh's sacred testament, cadres, party members, soldiers and people of the South, Saigon-Gia Dinh upheld the spirit of revolutionary heroism, overcame countless dangers, fought tenaciously, steadfastly, and indomitably, together with the whole country, carried out the strategic decisive battle named after Uncle Ho - the historic Ho Chi Minh Campaign, successfully ending the struggle for national independence and national unification, worthy of the title "Land of Steel and Bronze Citadel."

The General Secretary believes that with its glorious, dynamic and creative revolutionary tradition, the Party Committee, government and people of Ho Chi Minh City will continue to take the lead in the cause of innovation, construction and protection of the Socialist Republic of Vietnam, building the City named after Uncle Ho to become increasingly civilized, modern and affectionate; fulfilling its role as a special urban area, "for the whole country, with the whole country," truly being the locomotive of the dynamic development region in the South and the whole country, gradually becoming a major center of economics, finance, trade, science and technology of the country and the Southeast Asian region; at the same time, striving to build a clean and strong Party Committee, an effective and efficient government, close to the people, worthy of the title of the City named after Uncle Ho, a Heroic City, worthy of the trust and love of the whole country.
