Survey of medical examination and treatment service prices in Quy Hop
(Baonghean.vn) - On the morning of September 6, the Provincial People's Council's Culture and Social Affairs Committee conducted a survey on the implementation of regulations on prices of some medical examination and treatment services according to Resolution No. 56/2012/NQ-HDND at Quy Hop District General Hospital. Also participating were representatives of the Provincial Fatherland Front Committee and the Department of Health.
Implementing the regulations on prices of some medical examination and treatment services according to the Resolution of the Provincial People's Council issued in 2012, the Hospital has coordinated with the Social Insurance agency to implement in a timely manner; has many solutions to improve the quality of some medical examination and treatment services; improve the medical examination process to reduce inconvenience and waiting for patients. The hospital's activities have been supplemented with some facilities such as increasing examination tables, hospital beds, electric fans, air conditioners, heaters..., better ensuring the rights of patients. The Hospital has also purchased some additional medical equipment; enhanced specialized training for some doctors and nurses to perform some new specialties and techniques.

The survey team also noted some shortcomings in the prices of some medical examination and treatment services that did not meet the actual requirements, affecting the professional performance of the hospital as well as the rights of health insurance participants. In addition, the team also learned some shortcomings in the issue of drug supply that was both insufficient and untimely, affecting the rights of patients; regulations on payment procedures did not create favorable conditions for medical facilities.... Based on the shortcomings raised, the team learned to propose to the Provincial People's Council to continue to study and adjust in the coming time.

The delegation noted some inconsistencies between the unit price prescribed by the province and reality. Specifically, according to the prescribed price frame, a normal delivery is paid "in full" at 385,000 VND, but in reality, when a woman gives birth normally, there are cases where stitches are required without payment according to the prescribed price list. In addition, the current examination fee is 3,000 VND/patient/visit, in cases of obstetric examination and injury accidents, gloves must be used when examining, bandaging and treating wounds, on average each pair of gloves costs from 2,000 - 8,000 VND/pair (depending on the type).
On the other hand, due to lack of technical zoning, investment in testing machines, and staff arrangement, the current health station cannot detect cases of infectious diseases such as HIV, hepatitis B, etc., leading to the easy spread of diseases to health workers. During the survey, the leaders of Dong Hop Commune People's Committee and the Commune Health Station recommended to the Provincial People's Council to pay attention to the grassroots health sector, in order to better ensure the protection and care of people's health right at the grassroots level.

Acknowledging the shortcomings, Ms. Ton Thi Cam Ha hoped that the Station's medical staff would strengthen propaganda work and raise people's awareness of health and disease issues to ensure good implementation of the task of protecting and providing primary health care for local people, ensuring the rights of the people. Regarding the Station's recommendations, the delegation will receive them to report to the Provincial People's Council.
