Survey on revenue and expenditure of extra teaching at Truong Thi Kindergarten and Hung Dung Secondary School
(Baonghean.vn) - On the morning of March 12, the Culture - Social Committee of the Provincial People's Council organized a survey on the collection and expenditure of money for extra teaching and learning according to Resolution No. 272 of the Provincial People's Council and Decision No. 70 of the Provincial People's Committee at Truong Thi Kindergarten, Vinh City.

Through monitoring, it is shown that from the 2009-2010 to 2012-2013 school year, Truong Thi Kindergarten organized extra classes on Saturdays, summer classes and gifted classes, collecting fees for morning services. Accordingly, the school collected 18,000 VND/day/student for extra classes on Saturdays; 15,000 VND/day/student for summer classes; and 50,000 VND/month/student for gifted classes. The collection and payment of extra classes at Truong Thi Kindergarten are all done through the treasury system, ensuring compliance with financial principles. In the 2013-2014 school year alone, although parents' needs were very high, the implementation of professional regulations and rules of the education and training sector, combined with teachers' ability to respond not being guaranteed due to work pressure, the school did not continue to organize breakfast, Saturday classes and gifted classes in school.
Through monitoring, the delegation noted a number of recommendations from the school, namely the need to adjust the tuition fees for extra teaching, extra classes on Saturdays, and summer classes to match the current basic salary increase; at the same time, there needs to be a detailed and specific instruction document on the issue of extra teaching, extra classes on Saturdays, and summer classes to match the basic salary increase. Attention should be paid to increasing the staff so that the school can ensure the improvement of teaching quality as well as the organization of extra teaching on Saturdays and summer classes according to the needs of society.

The organization of extra teaching and learning in schools is based on the voluntary and desire of students. Accordingly, there are 4 subjects that are taught and learned extra, including literature, math, English and chemistry (for 9th grade students). The number of students registered for extra classes in each class is usually 23 students/class, some classes have only 17 students/class (the average size of regular classes is 45 students/class). The fee for extra teaching and learning is applied according to regulations, with 15,000 VND/student/session, of which 80% is directly spent on teachers.
Through monitoring, the school also recommended that the tuition fees for extra teaching and learning should be adjusted to match the current basic salary, while ensuring fairness between tuition fees inside and outside the school, because although both are agreed upon, there is still a huge gap between inside and outside the school. At the same time, it is necessary to further promote the role of the State at all levels, especially the local government, in managing extra teaching and learning in each residential area.
The survey team hopes that the school will organize extra teaching and learning with the ultimate goal of fostering and improving knowledge for students, especially weak students with knowledge gaps.
