However, the current problem is that the settlement of regimes and policies for former Youth Volunteers is still having many backlogs and obstacles. Currently, the number of former Youth Volunteers who have not enjoyed regimes and policies is still too large, with 13,761 people.

Regarding the Youth Volunteers. Construction, they are struggling to implement the policy of converting the model from the Youth Volunteers. Construction to a new type of business operation. The policy of attracting and recruiting team members and implementing staff planning for the management team in the Youth Volunteers. Construction still has some limitations. Particularly for the Youth Volunteers, if they work for a limited period according to projects approved by the Central and the province, there are specific policies and regimes. From the survey results, the Committee recommends: The Provincial Youth Union should focus on promoting propaganda, disseminating fully and promptly the regimes and policies to the subjects, avoiding the situation where when the subjects receive the regimes and policies to complete the procedures for enjoying them, the new policy is changed. Pay attention to creating conditions for former Youth Volunteers to access preferential capital sources of the state to help them improve their lives. Review the regimes and policies that former Youth Volunteers have not enjoyed to ensure full regimes and policies according to regulations, as well as review the activities of the Youth Volunteer Team. Construction and Development. On that basis, choose a suitable conversion model, from which advise the Provincial People's Committee to lead and direct the conversion of the operating model effectively. Advise the Provincial People's Committee to have mechanisms and policies for the Youth Volunteer Force, creating motivation to promote volunteer movements to participate in community service and social security activities. Strengthen coordination with relevant levels, sectors and agencies to resolve outstanding policies and regimes for the forces.
