Survey on granting land use right certificates in new apartment buildings and urban areas
(Baonghean.vn) -Continuing the survey program on the issuance of certificates of land use rights, house ownership rights and assets attached to land in apartment buildings and new urban areas, on March 21, the Legal Committee of the Provincial People's Council conducted a survey at the New Technology Investment, Construction and Application Joint Stock Company (Tecco).

Tecco Company is currently the investor of 4 new urban area and apartment building projects in 4 communes and wards: Nghi Phu, Vinh Tan, Quang Trung, Le Loi (Vinh City). The total number of projects has 860 apartments, 128 townhouses and 13 villas that have been built. The issuance of certificates of ownership of houses and assets attached to land has been implemented by the investor since 2010 but due to many obstacles, it could not be implemented.
After the Provincial People's Committee issued Decision No. 34/2013, dated July 2, 2013, on the issuance of regulations on granting certificates of land use rights, house ownership rights and assets attached to land, it has really removed many obstacles in implementing related procedures and documents to grant certificates to owners of apartments, townhouses and villas. As a result, up to now, 104 certificates of apartment ownership rights have been granted and the dossiers are continuing to be completed to grant 68 more certificates. For townhouses and villas, the investor is currently completing procedures to transfer land use rights and certify assets attached to land.
However, the issuance of certificates of land use rights, house ownership rights and assets attached to land in apartment buildings and new urban areas invested by Tecco is currently very low, with only 104/860 apartments. In particular, for apartments for low-income people, townhouses and villas, no owner has been granted a certificate.
The survey team of the Provincial People's Council requested Tecco Company to continue to increase information to customers for their knowledge and support; at the same time, actively coordinate with local authorities and Vinh City People's Committee to complete documents and procedures to complete the issuance of certificates for qualified apartments and find solutions to resolve problems for apartments in order to bring the issuance of ownership certificates to achieve better results in the coming time.
