Survey on granting of land use right certificates at the Department of Natural Resources and Environment

According to the report of the Department of Natural Resources and Environment, currently in the province, there are 45 projects of 37 investors that have completed procedures for granting land use right certificates with a total of 4,814 certificates; 75 certificates of ownership of townhouses and apartments; 619 transfer certificates of projects to people. Recently, with the function of a state management agency in this field, the Department of Natural Resources and Environment has advised the Provincial People's Committee to issue Decision No. 34/2013, dated July 2, 2013 on promulgating regulations on granting land use right certificates, house ownership rights and other assets attached to land in apartment buildings and urban areas in the province. The Department of Natural Resources and Environment has also been responsible for implementing and urging relevant levels and sectors to implement Decision 34 to remove obstacles in the issue of granting land use right certificates and house ownership rights in the area. However, after nearly 1 year of implementing Decision 34 of the Provincial People's Committee, the progress of granting certificates is very low and many difficulties and problems are still arising.
Based on the information collected by the delegation through the actual survey of the projects, listening to investors and working with the Vinh City People's Committee and the Office of Land Use Rights Registration, at the meeting, the delegation requested the Department of Natural Resources and Environment to analyze and clarify some difficulties and problems that are arising, clearly identify the causes of the issuance of land use certificates, and at the same time suggest solutions to solve the problems that are arising in order to speed up the issuance of land use certificates and land-attached housing ownership rights in the province, ensuring the rights of home owners, contributing to promoting the vibrant operation of the real estate market.
