(Baonghean.vn) - In order to understand the issues arising from the implementation of the policy to increase prices for some medical examination and treatment services according to Resolution No. 56/2012/NQ-HĐND of the Provincial People's Council, on the morning of August 22nd, the Culture and Social Affairs Committee of the Provincial People's Council, led by Ms. Ton Thi Cam Ha - Deputy Head of the Culture and Social Affairs Committee, conducted a survey at Vinh City General Hospital. Leaders from the Department of Finance and the Department of Health also participated in the survey.

Through the survey, the delegation noted the positive impacts after two years of implementing the service price adjustments according to Resolution 56 of the Provincial People's Council and Decision 72 of the Provincial People's Committee at the hospital. The hospital's facilities and medical equipment have been upgraded with additional investments such as 4D color ultrasound machines, electroencephalogram machines, bone density scanners, anesthesia machines with ventilators, surgical microscopes, etc. The hospital has also added 5 specialist examination rooms and 70 beds in various departments, meeting the needs of patients for examination and treatment. Several new technical services have been introduced, such as endoscopic surgery for various digestive, urinary, hepatobiliary, and ENT conditions; CT scans; vascular ultrasound; and immunology testing machines.

Thanks to additional funding through price increases for certain services, the hospital has paid more attention to waste management and environmental sanitation, creating a better living environment inside and outside the hospital (the hospital spends approximately 120 million VND per month on this activity). Funding for electricity and water bills is also more secure. The quality of examination and treatment has improved, leading to a reduction in the number of treatment days, decreasing the number of patients receiving regular treatment at the hospital, easing pressure on the hospital, and reducing difficulties for patients. However, alongside these achievements, the implementation of the policy still reveals some shortcomings that have not yet created favorable conditions for medical facilities and met the increasingly high demand for healthcare services from the public.

Concluding the survey, Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council, Ton Thi Cam Ha, emphasized: The purpose of adjusting the prices of various medical services in the past period was to balance the health insurance fund while ensuring a harmonious balance of interests for patients who have not yet participated in health insurance. Therefore, she requested the hospital to continue overcoming the current difficulties and shortcomings to ensure increased benefits for the people within the limits and regulations of the current service prices. She also requested continued research with the Health sector to propose adjustments to service prices that are closer to reality; which services need to be adjusted upwards, and which need to be adjusted downwards, for the Provincial People's Council to consider in the future, ensuring a harmonious balance between ensuring the fund's resources and the people's rights.
