Survey on the implementation of tuition exemption and reduction policy at Vinh Medical University
(Baonghean.vn) - On the afternoon of October 7, the Provincial People's Council's Culture and Social Committee conducted a survey at Vinh Medical University on the implementation of regulations on tuition exemption and reduction, and support for study costs according to Decree 49 of the Government.

Vinh Medical University enrolls 2,000 - 2,200 students each year and has a total scale of over 5,000 students including general practitioner, nursing bachelor, college, intermediate... Every year at the beginning of the course, the school pays attention to propaganda work; organizes the creation of lists, guides students in the procedures for tuition exemption and reduction and organizes confirmation for students to return to their localities to receive the exemption and reduction. On average, each year, more than 1,000 - 1,525 students benefit from the tuition exemption and reduction policy, accounting for 19 - 27% of the total number of students in the whole school. The beneficiaries of this policy include children of policy families, orphans, poor and near-poor households; Students in area 3, especially disadvantaged communes, island borders, coastal areas... The difficulty is that the tuition subsidy fund transferred by the province to the school is nearly 5.7 billion VND (in 2013), lower than the number of beneficiaries and delayed in time, causing difficulties for the school.
The school recommends that the funds for implementing the exemption and reduction should be transferred to localities to implement, avoiding the current situation where students have to go around to complete procedures. On the other hand, some localities have not yet notified the beneficiaries and agreed to implement the 70% tuition reduction for students studying hazardous majors and professions, so students of Vinh Medical University have not yet benefited.
Based on the actual implementation at Vinh Medical University, the survey team will synthesize and report to relevant levels and sectors to resolve the issues, in order to continue to bring this policy to high efficiency in practice. The team also recommends that the school continue to be proactive in implementation, avoid mistakes and create favorable conditions for students.
