Skillfully mobilizing people's strength in building new rural areas

(Baonghean) - The goal of achieving the new rural district status by 2020 in the context of a mountainous district has demonstrated the efforts, breakthroughs, and high determination of the Nghia Dan District Party Committee. To achieve this goal, it is necessary to effectively utilize resources, focusing on mobilizing people's strength, on the basis of respecting the principle of "people know, people discuss, people do, people inspect".

Coming to Nghia Long (Nghia Dan) at this time, it is easy to see the excited atmosphere of the Party Committee and people here when the commune was recognized by the Provincial People's Committee as meeting the new rural standards. The inter-village road from the commune headquarters to the hamlets seems to be shorter because of the spaciousness and concrete completely replacing the narrow road of the past. Mr. Le Van Xuyen, Head of Nam Son hamlet, one of the hamlets under Program 135/CP, boasted: Nam Son is at the forefront of implementing the new rural construction program. A small hamlet with only 67 households and 232 people has donated more than 4,000m2 of various types of land, 300 trees and each person contributed more than 1 million VND. The achievements of the contributions of human and material resources of Nam Son people have created a new rural face on the foundation of the old hamlet.

Leaving Nam Son and arriving at Nam Thang, Hamlet Chief Ho Thi Chau was still amazed by the "miracle" that the Party Committee and the Hamlet Executive Committee had led and directed the people to achieve. At the end of the 5-month "campaign", the hamlet mobilized the people to build rural roads, completing the 1.8 km long, 7 m wide inner hamlet road and building a standard hamlet cultural house. With the motto of "sticking to the people, persistently persuading and mobilizing", Ms. Chau and the Front Committee of Nam Thang hamlet not only became one of the leading units in completing the criteria of Nghia Long but also enhanced the prestige of cadres and party members.

Nghia Long is the first poor mountainous commune (formerly under the 135/CP Program of Nghia Dan district) in the province to reach the new rural area. To achieve this achievement, in addition to the close direction and investment attention of the district, the decisive factor is still the consensus of the political system, the solidarity and mobilization of the entire population to participate in building the new rural area. The commune Party Committee has issued a specialized resolution on building the new rural area, the commune People's Committee has concretized it with a project to direct hamlets to implement. In Nghia Long, to become a widespread and effective movement, cadres and party members take the lead in implementing it first, creating movement, setting an example for people to respond, actively contribute to the construction. After nearly 4 years of implementing the new rural construction, people donated land and trees to expand inter-commune and inter-hamlet roads, built 42.7 km of new roads, fields were renovated, canals, dams and lakes were upgraded, mechanization was put into service for production... The total investment in the new rural construction was over 180 billion VND, of which people contributed 67.6 billion VND, accounting for 36.5%. In early 2015, Nghia Long completed 19/19 criteria for new rural construction. On May 22, 2015, Nghia Long commune was recognized by the Provincial People's Committee as meeting new rural standards. Comrade Truong Dinh Thong, former Party Secretary and Chairman of the Commune People's Committee, shared: "It all comes from the people's strength. The reality in Nghia Long is that we know how to inherit and promote successful experiences from previous programs and mass movements to creatively apply them to new rural construction. In particular, we always respect the principle of "People know, people discuss, people do, people check, people contribute and people enjoy".

Reaching the new rural finish line at the same time as Nghia Long, Nghia Binh commune implemented the criteria in the context of the commune being newly separated to establish Nghia Dan Town, so it also faced many difficulties. However, with the high determination of the Party Committee and People's Committee, the consensus of the entire population wishing to rebuild a completely new Nghia Binh commune, it created emulation movements in each residential area and each hamlet. The Party Committee issued a specialized Resolution, built an action program according to the principle of "Approach based on internal resources and owned by the local community", selected Binh Thanh hamlet as a model, from which to replicate and learn from experience. Only 4 years later, Nghia Binh had renewed 18,418 km of rural traffic concrete roads, built a new office of the People's Committee, a multi-functional cultural house, and a commune health station; Building, upgrading and repairing 6 hamlet cultural houses and 7 classrooms... Comrade Pham Hai, Secretary of the Commune Party Committee, concluded: "To successfully build a new rural commune, we see the most important factor is the combination of the Party's will and the people's will, the good implementation of the grassroots democracy regulations, the mobilization of external resources, the investment of superiors, the help and support of enterprises, especially the awakening of the people's strength...". The success of the first commune to meet the new rural standards of Nghia Dan district is creating momentum and an important premise for the goal of striving to build Nghia Binh into a typical new rural commune of the district.

Obviously, the decisive factor for the success in implementing the new rural construction program is internal strength, the mobilization of people's efforts and money. This is not only true and a successful experience in the two newly qualified communes recognized by the Provincial People's Committee, but the remaining communes of Nghia Dan district have also been applying it effectively in practice. Nghia Tan commune, one of the communes that has achieved 14 criteria, is registering to reach the new rural finish line in 2016. Coming to Tan Hong hamlet, we heard the story of mobilizing the entire population to join hands in building the new rural area very effectively, which has become a model for other hamlets to follow. Leading us along the wide road which just over 2 months ago was mostly garden land of households, comrade Nguyen Van Sam, Secretary of Tan Hong Party Cell shared: Tan Hong is a hamlet in a remote area, so the Party Cell and the people clearly determined that only by building rural traffic can we shorten the distance and quickly develop the hamlet to integrate with the hamlets in the central area. Then, cadres and party members must take the lead in creating a movement. Then he cited the reality in Tan Hong where there were cadres and party members who took the lead, such as: party member Nguyen Thi Phuong voluntarily dismantled 75m of fence, donated more than 100m2 of land, or veteran Ho Ba Tinh dismantled nearly 50m of fence, donated nearly 100m2 of land...

It can be said that Nghia Dan's goal of striving to reach the new rural area by 2020 clearly demonstrates high political determination, a strong and comprehensive breakthrough. To achieve the above goal, it is necessary to have a roadmap and appropriate solutions for each year, especially promoting and effectively using internal resources. Comrade Nguyen Hong Tuan, Vice Chairman of the District People's Committee, Deputy Head of the Steering Committee for the New Rural Construction Program of Nghia Dan District, said: The district will review each commune to develop a specific plan, and at the same time mobilize resources, focusing on mobilizing internal resources and people's strength in a reasonable manner. At the same time, strengthen propaganda and mobilization work to create a widespread movement and competitive atmosphere for new rural construction in the area.
