When commune officials "diligently" work the season
Recently, when we came to work with Bac Thanh commune, Yen Thanh district, we were very surprised to learn that the commune officials here rarely work in the morning. The reason is that it is the peak agricultural production season, so the officials have to go home with their families to make it in time for the season. Because there is little work in the morning, many people who have to "rely" on the commune committee have to wait until the afternoon, many people who do not know the above "rule" have to go back and forth to get signatures and seals to go to school, work, register births...!

The civil servants of the committee have 8 “golden” hours. If those 8 hours are used properly, effectively and practically, there will be no shortage of work. From developing annual economic development plans, making revenue and expenditure estimates, to participating in local budget collection, managing and using land effectively, managing and building local infrastructure… Not to mention other judicial matters that people need the government to do every day, every hour. But those 8 “golden” hours are only half left, and many communal civil servants come late to work, and at 4 pm they gather at beer pubs and soccer fields, leaving the headquarters deserted. All public work will be delayed, and people who need something will have to wait and waste time.
Another absurdity is that while other communes all work on time, there are still communes that "arbitrarily" set their own work schedules to freely do housework and personal matters, disregarding state discipline and order. They have "stolen" the state's time, while the salary and allowance regimes are still maintained as prescribed.
During his lifetime, President Ho Chi Minh considered “bureaucracy to be the enemy of the people, a sin, and that sin is like that of traitors and spies, that is, enemies of the revolution”. He also pointed out: “The causes of bureaucracy are: Being distant from the people: due to not understanding the psychology and aspirations of the people. Despising the people: considering them “stupid people”, doing whatever they are told. Not understanding the people: they forget that the people need to see practical benefits. And not loving the people: they only know how to make demands of the people without actually helping the people”.
Examining His teachings in the case of reducing working hours in Bac Thanh commune, Yen Thanh district, shows that it is also a bureaucratic disease!
