(Baonghean) -Implementing Directive 08-CT/TU of the Provincial Party Committee on land consolidation and plot exchange, the Party Committee of Dien Cat commune (Dien Chau) has applied and promoted the role of party members to complete the work of land consolidation and plot exchange, creating an important premise for the commune to continue to be selected as a pilot commune to build a large model field in Dien Chau district.

In early July, the sun was blazing hot, but in the fields of Dien Cat commune, the summer-autumn rice crop was still growing well, promising a bumper crop for the farmers. Taking me to visit the rice fields, comrade Tran Van Minh - a party member with more than 30 years of membership, head of hamlet 6 shared: "Since the completion of the land consolidation and plot exchange, and the scientific re-planning of irrigation, we farmers have been very confident in our production, without worrying about water shortages". Dien Cat has 9 hamlets, of which 8 are purely agricultural hamlets. With an area of ​​420 hectares of rice cultivation, the commune is one of the key food production areas of Dien Chau district.

In order to carry out the land consolidation and plot exchange work, in mid-September 2012, the Commune Party Committee issued a Resolution on leading the people to carry out the campaign to continue land consolidation and plot exchange in accordance with Directive No. 08 of the Provincial Party Standing Committee to effectively implement the National Target Program on New Rural Development. Next, the Commune People's Committee decided to establish a steering committee to carry out the campaign for farmers to "consolidate land and plot exchange" and establish specialized committees and teams to assist, including: Planning content development team, Land fund synthesis team, Logistics and economic team, Information and propaganda team, Population synthesis team, Traffic and irrigation planning team; Field land allocation team, map adjustment, cadastral records establishment, issuance of land use right certificates, tax collection; Community monitoring team.

The program and plan were thoroughly disseminated to cadres, party members and people down to the hamlets, however, many households were not really determined to implement this major policy. Imbued with the idea of ​​"party members go first, the village follows", 38 party members in the Party cell of Hamlet 6 set an example to implement it first, and at the same time enthusiastically mobilized the people to follow. On average, each party member was assigned by the Party cell to be in charge of mobilizing 6-7 households in the hamlet, especially the role of the leader was clearly demonstrated, typically comrades: Hoang Van Nha - Party cell secretary, Vuong Dinh Hai - Team leader of the hamlet's land consolidation and plot exchange team, the family both set an example and mobilized other households to agree to implement the policy. After only a short time, the people of Hamlet 6 understood and were determined to implement land consolidation and plot exchange. The people in the hamlet also voluntarily contributed an average of 380,000 VND/sao to raise funds for implementing intra-field irrigation. Thanks to that, the land consolidation and plot exchange in Hamlet 6 was carried out at a very fast pace. As a result, on an area of ​​over 46.6 hectares of rice land, each household has on average only 3 plots, while previously each household had on average 7-8 plots, and some households even had up to 11 plots like the family of comrade Nguyen Xuan Hue.

It was also the pioneering role of the party members and people of hamlet 6 that, in a short time, the remaining 7 hamlets with agricultural land also enthusiastically joined in. By the end of December 2012, the entire agricultural land area of ​​the commune had completed the land consolidation and plot exchange. If previously, each household had an average of 7-8 plots of land, after the land consolidation and plot exchange, there were only an average of 2.34 plots/household, with an average area of ​​1,097m2.2/plot. The land consolidation and land exchange work in Dien Cat has clearly demonstrated the exemplary role of party members and the participation of mass organizations and branches, thereby arousing the consensus of the people. Because, after understanding, the people contributed an average of 500,000 VND/sao to contribute to the implementation cost; at the same time, she also donated 12 hectares of land for traffic and irrigation with the volume of excavation and embankment, mainly by the people of the whole commune, reaching 100,000m3.

Assessing the actual effectiveness, comrade Tran Ba ​​Tran - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee said: Thanks to land consolidation and plot exchange, Dien Cat was chosen by Dien Chau district to build a large-scale field model (CML). This promises to increase farmers' income per unit area". Currently, in the summer-autumn crop of 2013, many farming households in hamlets 3, 5, 6, 7 have enthusiastically participated, in which the role of party members continues to be demonstrated. For example, the family of party member Tran Van Minh in hamlet 6, has dedicated 4/9 sao of rice land; the family of party member Dang Trong Huy has participated in 3 sao of CML.

The story of land consolidation and land exchange in Dien Cat proves that, wherever and whenever, with the correct policies of the Party and State, the role of the grassroots political system, the core of which is party members and mass organizations, is well promoted, the implementation progress will be faster and the results will be more obvious.
