When the grassroots political system is strong

However, in 2014, the Party Committee, government and people of Ky Son district made efforts to overcome difficulties and achieved remarkable results.

However, in 2014, the Party Committee, government and people of Ky Son district made efforts to overcome difficulties and achieved remarkable results.
With a border length of about 192 km adjacent to Laos, Ky Son is the district with the longest border compared to other border districts in the province. The district Party Committee determined that with its important strategic position, large area, rugged and divided terrain, maintaining peace on the border is the top priority and continuous task. With the attention of the central and provincial sectors and the efforts of the district, over the years, Ky Son has always fulfilled this important task.
Inheriting the tradition of the Heroic Armed Forces, in 2014, Ky Son district completed the signing of a people-to-people twinning agreement with localities of Laos that share a common border. The friendly relationship, solidarity and mutual support between Ky Son district and 5 districts of 3 provinces (Xieng Khouang, Hua Phan, Bolikhamxay) of Laos have always been maintained. Every year, functional agencies and people of localities on both sides of the border organize hundreds of visits, information exchanges, learn from each other's models, unite to protect the border and landmarks; be vigilant and prevent the "Peaceful Evolution" plot of hostile forces aiming to divide the solidarity and friendship between Vietnam and Laos.

The district Party Committee directed the armed forces, sectors at all levels and the people to implement many measures to ensure safety, mastery, combat readiness, and not to be passive or surprised in any situation. The functional forces coordinated to organize many models of military-civilian cooperation in the fight to ensure national defense and security, such as the crime denunciation mailbox model, the border peacekeeping club model in border communes, etc.
In particular, the "Keeping the Border Peace" Club of Na Loi commune was assigned to the commune's youth union to operate effectively with the participation of members, including judicial officers, police, commune militia and community learning center officers, secretaries of youth union branches of villages bordering Laos... In 2014, the Club organized 12 campaigns to propagate and disseminate laws, especially the Law on Residence, the Border Law... to help functional forces detect suspicious cases of law violations in the area; ensure security and order, and create conditions for socio-economic development.
2014 is considered a year with many results in Party building work of Ky Son district. The entire Party Committee has 55 branches, grassroots and affiliated Party Committees; of which 194 rural Party Committees are directly under the Party Committees of 21 communes and towns. The entire district no longer has blank Party Committees, no more combined Party Committees. To achieve that result, the Standing Committee of the District Party Committee closely coordinated with border units and functional forces to build a strong grassroots political system, thereby stabilizing economic development. The district maintained and effectively promoted the model of Border Guards strengthening the position of Deputy Party Committee Secretary in border communes. Timely fill key positions vacant due to transfer, rotation of cadres, retirement according to the regime... Directing the effective implementation of Resolution 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present" in conjunction with the implementation of Directive 03-CT/TW of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh. Strengthening the work of inspection, supervision, and organization of the implementation of directives, resolutions, and work programs at branches and Party committees.
In the district, many models of "Smart Mass Mobilization" have appeared in solidarity for economic development such as: Growing bananas in Pieng Pho village - Pha Danh commune; the model of cattle and buffalo farming of Mr. Moong Pho Ngoc - Khanh Thanh village; Mr. Gia Giong Chua - Huoi Poc village, Nam Can commune, raising from 50 to 70 cows; the model of mobilizing people not to migrate to Laos of the village elder, a prestigious person Lau Xai Xia - Nam Khien village - Nam Can commune; the model of building a political system in Huoi Tu commune... The Standing Committee of the District Party Committee established 5 delegations led by members of the Standing Committee to directly propagate and mobilize people not to migrate to Laos in the communes of Na Ngoi, Nam Can, Muong Long, Dooc May, Huoi Tu.
After many years of exploring directions in the field of economic development, many effective experimental economic models have been replicated, typically models of growing ginger, snow shan tea, taro, hybrid corn on sloping land; models of forest farms combined with raising local black pigs and black chickens; models of breeding and fattening cows, such as: Local cow raising model of Mr. Lau Ba Cho - Muong Tip with more than 80 cows; a group of young people starting a business with a ginger growing model led by Mr. Mua Ba Denh - Secretary of the Youth Union of Na Ngoi commune; honey bee raising model of the Farmers' Association of Chieu Luu commune... with an income of tens to hundreds of millions of VND/year.
Up to now, almost all communes and ethnic groups in the district have built economic models for high income. In particular, the models are creative, suitable to natural conditions, terrain, and production customs and practices, creating new diversity and effectiveness in the emulation movement to escape poverty and legitimately enrich ethnic groups. These efforts contributed to bringing the average income per capita of Ky Son district in 2014 to 13,800,000 VND/year, the poverty rate decreased by 8.14% (to 52.79%).
With the care of the Party committees and authorities at all levels, the education system and schools of Ky Son district are increasingly invested to meet the learning and development needs of children of all ethnic groups. Medical work and health care for the people are focused on, 21/21 communes and towns have health stations to care for the people's health, in 2014 there were 2 health stations meeting national standards (Na Ngoi and Huu Lap commune health stations); 5 health stations with doctors are Nam Can, Huoi Tu, Bao Thang, Muong Long, My Ly commune health stations.
Discussing the results achieved, comrade Lau Chong Vu - Standing Deputy Secretary of Ky Son District Party Committee said: “In 2014, the Party's leadership and direction in the social life of the district achieved some encouraging results. That is the whole process of efforts, promoting the values and achievements from the past. The District Party Committee is determined to further improve its leadership capacity, together with the entire political system and the people to successfully carry out the assigned tasks. In the immediate future, we will focus on taking care of the people's lives, directing the successful organization of Party Congresses at all levels, term 2015 - 2020, from there continuing to find solutions to help the district gradually escape poverty...".
