When the Party's resolution is in line with the people's wishes

(Baonghean) - To successfully implement the thematic resolution on the National Target Program on New Rural Construction, the Party Committee of Dien Yen commune (Dien Chau) has strengthened the work of mobilizing cadres, party members and people to promote a sense of responsibility and solidarity to firmly implement each criterion.

Entering the new rural area (NTM) construction, Dien Yen commune was faced with many difficulties, initially only achieving 9/19 criteria. On October 28, 2011, the Commune Party Committee issued a resolution on implementing the NTM construction program. Immediately after that, the resolution was deployed with synchronous and drastic solutions for each stage with specific goals. The entire political system clearly understood the motto, methods, and ways of doing things in NTM construction. On that basis, the Commune Party Committee and government calculated and selected steps and methods to promote the internal strength of the people. With the viewpoint that NTM construction must take the hamlet, residential area as the organizing unit, in order to promote the role of each individual and household, with the motto of "people know, people discuss, people do, people inspect, and people enjoy". The Commune government always creates conditions for people to participate in giving opinions on planning, directly supervising projects and works.

During the implementation process, the commune has always been transparent about all resources, especially financial resources, so that people can feel secure and confident. On the other hand, determining that the capital for building new rural areas is very large, while the State's funding only supports a small part, and the majority is mobilized from the people, the commune does not invest widely but prioritizes choosing important and urgent projects and items to focus on first... Thanks to the people's satisfactory steps, the commune has received high consensus and unanimity from the entire population. Comrade Duong Dang Hoi, Secretary of the Dien Yen Commune Party Committee, said: "To successfully implement the specialized resolution on building new rural areas, the Party Committee and the government focus on easy contents, without needing economic resources to do it first. In 2012, the commune achieved 14 criteria, in 2013 it must achieve 16 criteria so that by the end of 2014 it must complete 19/19 criteria".

The core of the new rural construction program is to improve the material and spiritual life of the people. Therefore, the key task that Dien Yen sets out is to create a breakthrough in economic development. People must have a stable income to promote internal strength. To do that, the commune has transformed production, developed trade and services, occupations, created jobs and increased income for people, formed specialized production areas such as: high-quality rice varieties, developed livestock and poultry farms, and raised freshwater fish. The most prominent is the aquaculture sector. Along with the available fish farming area, after land consolidation, Dien Yen encouraged families with conditions to convert and "contribute" land to expand the aquaculture area. Therefore, from just over 170 hectares, the commune has now developed the fish farming area to 225 hectares, the largest in the district. Not only stopping at traditional fish breeds, people here have developed new species with high productivity and price, and at the same time found stable output, so people are very confident in sticking with the profession. The appearance of fish farming billionaires is increasing, typically Mr. Nguyen Duc Hoai, hamlet 16, earning up to 600 million VND/ha, affirming the right and sustainable direction.

“The Party’s will and the people’s heart” were in agreement, with the joint efforts and unanimity of the entire political system, the movement to donate land, labor, and money to build rural roads had a strong influence. Mr. Nguyen Ngoc An, Secretary - Head of Hamlet 10, recounted the initial period of mobilizing people to build roads: “Party members agreed first, then brought it to the people. At the first meeting, 70% of families supported it. We continued to organize the second meeting and the people supported it by 95%, so we decided to establish a project to build rural roads according to the set plan.”

One of the commune's successes is to promote the importance of solving the problem of domestic water supply to the people. From a place where the underground water source was polluted and people were worried about the lack of water every day, by mid-2013, 100% of Dien Yen households had access to clean water. With good investment attraction, Dien Yen commune received support from the Asian Development Bank (ADB) to build a modern water plant with a total investment of 52.8 billion VND, a capacity of 1,900 m3 of water/day, of which the people only contributed nearly 3 billion VND.

The new rural construction has created new faces and new vitality in every family and every village in Dien Yen. The total investment for new rural construction reached 266 billion VND, of which people contributed and donated land up to 163.62 billion VND. It is rare to find a locality where welfare works are as complete as in Dien Yen. The commune has a private high school, a general hospital, a modern water plant and in the near future there will be works such as a bus station, a new large-scale market system...

By the end of 2014, Dien Yen commune had reached the finish line of building a new rural area. It is worth mentioning that after 3 years of building a new rural area, the commune not only completed it, but also achieved many criteria at a high level, with sustainability. Coming to Dien Yen today, the wide, long concrete roads surround the prosperous hamlets, the joy and pride radiate from the faces of the people here. The people not only built 3m concrete roads, but many hamlets and people donated more land and contributed more money to widen the road surface to 5m, with drainage on each side. In just 1 year, Dien Yen has built more than 100km of rural roads and intra-field roads. These are indeed not small numbers, and the success started from the revolution in mobilizing people's strength.
