Visiting Chau Thuan commune these days, we witnessed the eager atmosphere of the ethnic people who are working hard to build village roads. Despite the hot and humid weather, people are hoeing, raking, cutting, and clearing tree branches… the roads in the village are more airy, brighter, and more beautiful.


Mr. Lo Van Duong - Head of Piu village, excitedly said: The village has more than 700 meters of dirt road, which is steep, slippery and difficult to travel in the rainy season. People have long wanted the road to be made of cement. But when mobilizing people to build new roads, everyone was hesitant, because they had to donate land, remove fences, and cut down garden trees to build roads. When the propaganda explained, everyone understood that building big and good roads is for their families and the villagers to enjoy. The immediate task is to mobilize people to focus on straightening curves, fixing slopes, opening narrow sections, making flat foundations, digging drainage ditches on both sides, etc. When the government has a policy to support materials, people will contribute working days and materials to pour concrete. Every month, from the 26th to the 30th, the village organizes road construction like this, each family has one person participating, striving to complete the roadbed this year.




Piu villagers open new rural roads.

Mr. Cam Ba Kinh - Vice Chairman of the Commune People's Committee, said: Up to now, Chau Thuan has completed the planning for new rural construction. Accordingly, the locality has 6 criteria for achieving new rural areas, which are: schools (3 levels), medical stations, irrigation, inter-commune traffic, staff qualifications, and village cultural institutions. The goal is to achieve 19 new rural criteria by the end of 2015. Currently, the commune is implementing 3 criteria at the same time: intra-field traffic, village traffic, and domestic water. Starting from this month, the locality has directed villages to mobilize people to build traffic, and mobilize people to donate land to widen roads. When the state supports funding and materials, mobilize people to contribute labor, transport sand, gravel, and workdays to pour concrete on the roadbed. This is a policy that has been agreed by the province and supported by the people.

To make the new rural construction movement effective, the Commune Steering Committee assigned each cadre and party member to be in charge of a village or hamlet, with the task of directing and urging the grassroots. This is considered one of the top criteria for the year-end classification of each cadre and party member.

As a mountainous area, people's lives are still difficult and deprived, so according to Mr. Kinh, the most difficult of the 19 criteria for building new rural areas is to increase income and reduce the poverty rate for people. Currently, the poverty rate of Chau Thuan is 50.4%. Meanwhile, people's lives have largely depended on afforestation, wet rice cultivation, sugarcane cultivation and small-scale livestock farming. With 116.7 hectares of wet rice and 53 hectares of sugarcane land, food can be guaranteed for some villages, and although the sugarcane yield here has reached 70 - 80 tons/ha, it has not made people rich because the area is not large.



Donating land and cutting down trees to widen village roads is receiving unanimous support from Chau Thuan people.

The issue that the local government is hoping to reduce poverty is to develop fish farming. Currently, Chau Thuan has 70% of households with fish ponds, and Khe Cua dam is very favorable for cage fish farming, with a total aquaculture water surface area of ​​over 10 hectares. The locality is characterized by 99% of Thai ethnic people, who have had experience in pond fish farming. Each year, the locality catches over 6 tons of fish, providing food for the people in the area.

However, although the number of fish ponds is relatively large, the quality of the ponds has not been invested in to build, so the fish yield is not high. Therefore, in the near future, the locality will coordinate with specialized agencies to build a pilot model, creating a basis for people to follow. The goal is to make fish farming a profession in agriculture. Because the advantage of this area is that ponds and lakes rarely dry up. Because each locality has its own advantages, if we know how to exploit them, the path to hunger eradication and poverty reduction will be less difficult.

However, with the advantages of each locality in economic development, we will advise the district on solutions to create jobs and increase income for people, based on the potential of each locality. The immediate task of some localities is to build village and hamlet traffic. With the policy of "the state and the people working together", the province has a policy of supporting cement, the district supports necessary means, such as excavators, concrete mixers... people give up their working days and sand, gravel, surely the localities will soon have concrete roads to the alleys. The problem is that the levels and sectors need to act soon so that the effectiveness of building new rural areas at the grassroots level is high.
