(Baonghean) -Identifying land conversion as the most important step to gradually introduce mechanization into production, transform crop structure, and create a premise for successfully implementing the national goal of building new rural areas, Anh Son district has issued a specialized resolution, directed decisively, flexibly, and creatively in implementation, so it has achieved positive results.
We went to Cam Son commune, right when the seasonal rain had just stopped, people were taking turns going to the fields to take care of the autumn-winter crops. Lifting the green squash that had just crawled out, Ms. Nguyen Thi Hai in Hoi Lam hamlet said: Her family used to have 6 plots in 3 fields, but now only has one plot left, so the family has focused on investing and converting the crop structure to 2 squash crops and 1 vegetable crop per year, initially improving the family's life. Ms. Hai's excited mood is also the common mood of the households in the hamlet when completing the land conversion.
Pumpkin Harvest in Cam Son
As one of the two pilot communes implementing land conversion in the district, after the Commune Party Congress for the 2010-2015 term, Cam Son determined that developing a project to mobilize farmers to convert land from small plots to large plots is a prerequisite for effectively implementing the remaining projects in the economic field. Cam Son has 11 hamlets, including 1 hamlet on the left bank of the Lam River, 4 ethnic minority hamlets, and fragmented production land, focusing on 3 main types of land: alluvial soil, field soil and 2-rice paddy land. How to gain consensus and ensure fairness for households between regions is a matter that the Commune Party Committee and the Party Committees of the hamlets are very concerned about. Many meetings were held to gather democratic opinions from households. Finally, the solution that the commune proposed was based on actual conditions to divide the land according to the ratio of 11 land for the park - 15 land for the farm - 8 land for the beach. The exemplary party members received it first, so it was basically supported by the households. In hamlets where people did not understand, the commune party committee directed to continue to hold many meetings to propagate and clarify the meaning, policy and benefits of the households. Thanks to that, Cam Son has basically completed the land conversion. Currently, the number of households with 1 plot of land accounts for 81.5%, only 18.5% of households have 2 plots, and the whole commune no longer has 3 plots of land. After the land conversion, in order to have a visual comparison of the effectiveness, the commune party committee continued to direct hamlets to develop economic models such as green asparagus growing model, converting melon growing to squash growing, developing livestock farms, etc. based on actual conditions.
Implementing Directive No. 02/CT-TU of the Provincial Party Standing Committee on implementing the policy of land consolidation and plot exchange, Anh Son clearly identified the fragmented and dispersed land situation as a major obstacle to the process of industrialization and modernization of agriculture and rural areas in the area. After the 19th District Party Congress, the District Party Executive Committee issued Resolution No. 03 NQ/HU on continuing to mobilize farmers to convert land, identifying this as a breakthrough to successfully implement the national goal of building new rural areas. The two communes selected as pilot areas are Cam Son and Hung Son, which have a team of cadres who dare to innovate and have achieved efficiency and experience from the first phase of conversion. The communes have also selected villages, locations, and regions according to the motto "easy to do first, difficult to do later", converting alluvial land first, then converting rice fields. Therefore, in the two pilot communes, in addition to Cam Son commune (mentioned above), Hung Son commune arranged the type of crops for each land area and converted the land based on that. Thanks to that, the entire area of the commune's fields and yards of more than 172 hectares was converted. After conversion, the average number of agricultural plots per household decreased from 6 plots per household to 2 plots per household, the average area of each plot after conversion increased from 488 m2/plot to 1,429 m2/plot. Although not a pilot commune, Tam Son commune was also very active in mobilizing people to convert land. The commune Party Committee directed the inventory of land funds, grouped households, developed plans to receive land and drew lots to receive land, so the average area after conversion was 1,724 hectares, each household received 2 plots...
Immediately after the land conversion, the district directed the communes to base on the actual situation to guide households to invest in intensive farming and convert crops appropriately, so many specialized areas with high economic value have been formed in the area such as: 40 ha vegetable area in Cam Son commune, sugarcane growing in the communes of the Left Bank, or forming concentrated aquaculture areas of hundreds of hectares on land that was previously ineffective due to flooding. In addition, the district also accelerated the planning of irrigation systems and intra-field traffic to create a basis for mechanization in agricultural production associated with new rural construction. Up to now, the whole district has had 50 km of intra-field roads and 10 km of canals repaired and renewed. It can be said that the initial results of Resolution No. 03-NQ/HU of the Party Committee of Anh Son district on mobilizing farmers to convert land are creating new momentum and new confidence among the people, cadres and party members so that Anh Son can effectively implement the Resolution of the 19th Congress, striving to become one of the fairly well-off districts in the Western region.
