Our Party has put forth many policies for building and rectifying the Party, but the results have not improved much; in some aspects and areas, the situation is even more serious. When implementing Central Resolution 4, each Party committee and grassroots organization must answer the question: why, despite numerous resolutions on Party building and rectification, has the effectiveness been low and unsatisfactory? And we must not attribute these shortcomings, weaknesses, and deficiencies to objective circumstances.

Our Party has put forth many policies for building and rectifying the Party, but the results have not improved much; in some aspects and areas, the situation is even more serious. When implementing Central Resolution 4, each Party committee and grassroots organization must answer the question: why, despite numerous resolutions on Party building and rectification, has the effectiveness been low and unsatisfactory? And we must not attribute these shortcomings, weaknesses, and deficiencies to objective circumstances.

To answer the above question, I believe that first and foremost, the "fighting spirit" of the Party's leadership is necessary. Although this "fighting spirit" was very strong in the past, it has weakened recently. In the face of negative phenomena arising in some Party organizations, the results of handling them have been unclear, not serious, and have not held the highest leaders accountable; if we ignore these negative phenomena and do not thoroughly address them, low effectiveness is inevitable. For a ruling party operating in a market economy, being lenient and not fiercely fighting against negative phenomena will inevitably lead to low effectiveness in Party building and rectification.


The Central Committee Resolution No. 4 (11th Congress) was unanimously welcomed by the entire Party, the entire people, and the entire army because it was appropriate and in line with the people's will. If Central Committee Resolution No. 4 (11th Congress) is not implemented, then once again the people's trust in the Party will be diminished, and our regime will be challenged. Central Committee Resolution No. 4 is a measure of the Party's determination, requiring not only efforts within the Party but also from the people, because the people are the active subjects that create the Party's strength, and the Party belongs to the people.


Therefore, the best, most effective, and surest way to implement Central Resolution 4 is to rely on the people to build and rectify the Party, and to build strong people's organizations and governments. To achieve this, it is necessary to create mechanisms for the people to inspect, supervise, and monitor the behavior of each cadre and Party member; to practice genuine democracy, expressing all their thoughts to the Party with the most accurate opinions so that the Party can make corrections. It is also necessary to effectively implement a democratic and open questioning mechanism within the Party, doing it regularly as the National Assembly sessions have done. Establishing a system that allows for questioning, linked to votes of confidence for Party leadership positions, is a great opportunity to increase the people's trust in the Party.

Through questioning within the Party and feedback from the people, any cadres and Party members with low work efficiency or poor moral conduct and lifestyle must change, without waiting until the end of their term. Furthermore, it is necessary to effectively implement the mechanism for selecting and electing cadres to Party and State agencies. This represents a new momentum and a new determination in the Central Committee Resolution No. 4.
