(Baonghean) - Party building and rectification is a difficult, fierce, and complicated struggle taking place within a person and a specific organization. Our Party has proposed many policies on building and rectification, but the results have not improved much, and in some areas, they are even more serious. When thoroughly implementing the Central Resolution 4, each Party committee and grassroots organization must answer the question: why has our Party had many resolutions on Party building and rectification but the results have been low and have not met the requirements? And we must not attribute those shortcomings, weaknesses, and shortcomings to objectivity.

Our Party has proposed many policies on building and rectification, but the results have not improved much, and in some areas, they are even more serious. When thoroughly implementing the Central Resolution 4, each Party committee and grassroots organization must answer the question: why has our Party had many resolutions on Party building and rectification but the results have been low and have not met the requirements? And we must not attribute those shortcomings, weaknesses, and shortcomings to objectivity.

To answer the above question, I think, first of all, there must be a "fighting" spirit of the Party's leadership agencies. Although the "fighting" spirit was very strong in the past, it has declined in recent times. In the face of negative phenomena arising in a number of Party organizations, the handling results are not clear, not serious, and do not attach responsibility to the highest leaders; if we ignore the negatives and do not handle them thoroughly, low efficiency is inevitable. For a ruling Party in the conditions of an economy operating according to a market mechanism, being lenient and not fighting fiercely against negatives, the effectiveness of Party building and rectification is also inevitable to be low.


The 4th Central Resolution (11th Tenure) was unanimously accepted by the entire Party, people and army because it is appropriate and in line with the people's wishes. If the 4th Central Resolution (11th Tenure) does not come into effect, the people's trust in the Party will once again decline and our regime will be challenged. The 4th Central Resolution is a measure of the Party's determination, requiring not only efforts within the Party but also from the people, because the people are the active subjects that create the Party's strength and the Party belongs to the people.


Therefore, the best, most effective and most certain way to implement the 4th Central Resolution is to rely on the people to build and rectify the Party, build strong people's organizations and governments. To do this, it is necessary to create a mechanism for the people to inspect, supervise and monitor the behavior of each cadre and Party member; to practice true democracy, to express all their thoughts to the Party with the most correct opinions so that the Party can correct them. To well implement the mechanism of democratic and open questioning within the Party, to do it regularly as the National Assembly sessions have done. Building a regime that can question, combined with a vote of confidence for the Party's leadership positions, is a great opportunity to increase the people's trust in the Party.

Through the questions within the Party and the people's contributions, any cadre or party member with low work efficiency or poor morals and lifestyle must change, not waiting until the end of the term. In addition, it is necessary to implement well the mechanism of selecting and electing cadres to Party and State agencies. That is a new spirit, a new determination of the Central Resolution 4.
