New spirit, new responsibility of Nam Dan

(Baonghean) - With special importance, the Provincial Party Standing Committee issued Resolution No. 07-NQ/TU dated June 16, 2017 dedicated to Nam Dan with the goal of building Nam Dan district into a strong, comprehensively developed district, a model new-style rural district, and a national tourism center by 2025.

This is considered a guideline, having decisive significance in the socio-economic development of Nam Dan district in the coming time.

Initial results

Mr. Bui Dinh Long - Secretary of Nam Dan District Party Committee said: Recognizing the special importance of Resolution 07, in the past 4 months, Nam Dan district has been coordinating to implement many important contents: Coordinating with all levels and sectors in the province and the Central Government to implement the Master Plan for socio-economic development of Nam Dan district for the period 2020 to 2030;

Planning for the expanded Nam Dan town; Master plan for the development of Kim Lien national tourist area, Nghe An province to 2020, with a vision to 2030; Issuing mechanisms and policies for socio-economic development of Nam Dan district to 2025, with a vision to 2030.

The district also built a pilot project for a model new rural district, including the model new rural commune of Kim Lien; a project to restructure the agricultural sector; a project to invest in developing clean industry and light industry with advanced technology associated with protecting the landscape and ecological environment in accordance with the requirements of tourism development in Nam Dan and implementing a number of key projects to celebrate the 130th birthday of President Ho Chi Minh and a number of other projects. In addition, Nam Dan also called for investment in many other key projects: Vincom Nam Dan Commercial Center project, High-tech Industrial Park project, Clean Water Supply project in the 5 South area; Song Lam General Hospital project; Mai Hac De temple project; school projects; renovation of low-voltage power systems...

Despite many important achievements in various fields, however, as commented by provincial leaders in a recent meeting with the Standing Committee of Nam Dan District Party Committee: The implementation of Resolution 07 and Decision No. 3530 of the Provincial People's Committee has not been extensive and is still confusing; Budget revenue in the first 8 months of the year is still low: the district needs to be resolute in the issue of general planning, especially infrastructure, investment projects...

Combine “4 Knows” for Success

At the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong affirmed that Nam Dan is a district with a long history, culture and revolutionary tradition, located in the key economic region of the province. With that special political and economic position, the development of Nam Dan district has an important meaning to the overall development of Nghe An province in particular and the whole country in general.

“Over the period of implementing Resolution 07, the Standing Committee and the Executive Committee of Nam Dan District Party Committee have taken steps with high determination and drastic measures, creating a new atmosphere and new responsibilities for the coming time. However, in order for Resolution 07 to be widely concretized, Nam Dan must implement the resolution in a way that each cadre, party member, and each person in the district knows what tasks they can participate in”, the Chairman of the Provincial People's Committee affirmed and directed that the Standing Committee of Nam Dan District Party Committee must review to have a very specific assignment for each cadre and member of the Standing Committee and must determine: “What tasks to do, who to do, how to coordinate? When will it be completed, when there are problems, who to report to for resolution”.

In the immediate future, the district will focus on planning, regional planning, and detailed planning. Speed ​​up the planning of Nam Dan district cluster so that the Department of Transport can soon build a bus station. The district will review a series of project programs, determine which projects to do first, which projects to do later. It is necessary to maximize internal resources, take advantage of external resources based on Nam Dan's advantages through programs, projects, and economic models. This responsibility is not only of the district, but also of related sectors and the province.

All levels and sectors should coordinate with the district to completely resolve some spiritual projects that are being carried out in the district, then simultaneously implement new projects, with the goal that every sector and department will have a project. The district needs to proactively develop mechanisms, so that competent authorities can consider and resolve them.

“Nam Dan must identify that this is a Resolution for Nam Dan, so the locality must successfully implement it. The most important issue is that Nam Dan must combine the “4 know-hows”: Know how to do, how to exploit, how to take advantage of and know how to propose appropriately. Implementing Resolution 07 is not only the responsibility of the district but also the responsibility of all levels and sectors at the provincial level towards Nam Dan - the hometown of President Ho Chi Minh”, the Chairman of the Provincial People's Committee further emphasized.

According to Resolution 07, Nam Dan's goal by 2025: Average annual GDP growth rate of 10% or more; average added value per capita by 2025 reaching 100-115 million VND. Budget revenue by 2025 reaching 250 billion VND.

The proportion of tourism services accounts for 42 - 43%; industry - construction accounts for 37 - 38%; agriculture accounts for 19 - 21%; the annual poverty rate decreases by 2 - 3%. 100% of schools meet national standards. 100% of medical stations meet national standards according to new standards. Build Nam Dan to meet new rural standards in 2017, a model new rural district, a national tourist center by 2025. Build Kim Lien into a model new rural commune before 2020; Nam Dan town to meet civilized urban standards before 2022.
