Therefore, the 13th Central Executive Committee needs to have a reasonable number and structure to ensure the comprehensive leadership of the Party, but must be based on ensuring standards, not lowering standards because of structure; it is not necessary for every sector or locality to have people participating in the Central Executive Committee. In the relationship between quantity and quality, quality must be the main thing; in the relationship between virtue and talent, virtue must be the root, as Uncle Ho taught, because "one heart is worth three talents".
Therefore, the General Secretary and President requested: The selection and introduction of personnel to be elected to the 13th Central Executive Committee must be cadres with strong political will; moral qualities, pure lifestyle; intelligence, innovative thinking and strategic vision, truly loyal to the Party, to the Fatherland, to the people, always putting the interests of the Party, the country and the people first and foremost.

This is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, and the Central Executive Committee, but also the responsibility of the entire political system and of each cadre and party member, especially leaders at all levels. Therefore, the General Secretary and President requires each locality, each level, each sector, and each agency and unit to wholeheartedly take care of the common work.
To prepare well for the personnel work of the 13th National Party Congress, the General Secretary and President emphasized: Personnel work is extremely important, but also difficult, complicated and very sensitive, because it is related to people, and people are the sum of social relationships. Therefore, personnel work must be carried out according to a strict, methodical, scientific process, ensuring democracy, objectivity, impartiality, openness, transparency and starting from the common interest.
The evaluation, selection and introduction of personnel must take the political qualities, ethics, lifestyle, standards, work efficiency and prestige of the cadres as the main measure. It is necessary to choose the right person, assign the right job, arrange the right place and create a "team" that is truly compatible, united and unified so that everyone can complement and support each other, building a clean and strong collective, because each person has strengths and weaknesses, because "no one is perfect" as our ancestors have summarized.
Therefore, Party committees, Party organizations, leaders, and staff agencies on personnel organization must uphold a sense of responsibility, must be truly fair, objective, and have a "discerning" eye, so as to "not mistake chickens for hawks", "not see red as ripe" and not let "the appearance on the outside cover up the sloppiness on the inside", because now there are also very clever people, they are very good at covering up. The General Secretary and President also reminded that we must absolutely not be simple, arbitrary, unprincipled, subjective and willful in the style of "love makes good, hate makes bad" or "crabs rely on their claws, fish rely on their fins". In particular, we must resolutely not let unworthy people, those who do not meet the standards, those who are corrupt, negative, or have "group interests" into the Central Executive Committee, because if we let those who are involved in corruption, whose revolutionary qualities and Party membership are no longer there, be arranged into the Party's leadership bodies, it will lead to unpredictable disasters, creating opportunities for them to harm the country and the people even more.
The General Secretary and President also requested that Party committees and organizations at all levels be clear-sighted, impartial, objective and attentive so as not to miss out on truly virtuous, talented and highly trusted people in the Party and the people to participate in the Central Executive Committee.
