Nghe An State Treasury promotes remote monitoring on information technology platform
In recent years, Nghe An State Treasury has promoted the application of information technology in its operations, meeting the requirements and trends of digital transformation and modernization of the industry. One of the very practical and effective activities implemented on the information technology platform is the remote monitoring regulation.

On July 25, 2023, the General Director of the State Treasury approved Decision No. 4223/QD-KBNN promulgating the Regulation on remote monitoring of State Treasury activities. The Regulation was issued with the aim of identifying and warning of risks to State budget spending units in the management of State budget revenue and expenditure, thereby, budget spending units have timely preventive and remedial measures.
The monitoring regulations are deployed on the information technology platform in a complete and comprehensive manner for the professional activities of the State Treasury system. In addition to the spirit of service to improve customer satisfaction, remote monitoring also contributes to improving the effectiveness of direction and operation of the State Treasury leaders, at the same time, providing good advice to local authorities in managing and operating the State budget.

Mr. Dao Dinh Chien - Director of Dien Chau State Treasury said: “At Dien Chau District State Treasury, since implementing the monitoring contents according to the regulations, the awareness and responsibility of cadres and civil servants have been significantly improved. Through the assessment of the contents of reception, processing and rejection, each cadre and civil servant has created the habit of not letting the unit's files expire, not returning files without strict control of spending regimes and norms according to regulations. At the same time, the guidance for units with easy-to-understand, specific and detailed content avoids the case of units sending and re-sending many times. When identifying risks and potential risks, the State Treasury has sent documents to units to warn and prevent. Thereby, many positive responses have been received from budget spending units”.
After deploying Level 4 Online Public Services throughout the system, from October 2021, Nghe An State Treasury has initially implemented remote monitoring of the entire process of receiving and processing records on the online public service system. The application of information technology to export and filter data to monitor overdue records, overdue records, and propose timely corrective measures has further enhanced the sense of responsibility of State Treasury officials and civil servants. The number of overdue records has decreased after deploying the remote monitoring tool. Specifically: In 2023, 1,378 (0.19%) overdue records were received, and in 2024, it decreased to 143 records (0.02%). 792 overdue files have been processed (accounting for 0.1%) and in 2024 it will be reduced to 20 files, accounting for 0.003%.
To improve the effectiveness of remote monitoring, Nghe An State Treasury has expanded the scope of monitoring on the following contents: Multiple rejections, arithmetic discrepancies between remittance documents and payment and advance statements; Name or account on remittance documents does not match the documents on the payment order to the bank; Duplicate payment documents, multiple payments for a service invoice or a payment task... Nghe An State Treasury has regularly sent documents to SDNS units to warn of risks, preventive and corrective measures. The results have helped SDNS units detect errors, risks, and potential dangers to promptly correct and remedy, ensuring the safety of State money and assets.

In 2024, the number of records with arithmetic differences between remittance documents and payment and advance payment statements is 26 records (In 2023, there were 58 records); The number of records with names/accounts on remittance documents that do not match the documents on the payment orders to the bank is 1 record (In 2023: 6 records); Duplicate payment documents, multiple payments for a service invoice or a payment task: 37 records (In 2023: 74 records). Thus, the number of monitored criteria over the past 2 years has decreased significantly, showing that this is a positive signal in the coordination between the State Treasury and the SDNS unit. In particular, in 2024, through remote monitoring tools, budget spending units reviewed and paid nearly 912 million VND to the State budget.
Ms. Tran Thi Mai Phuong - Deputy Head of the Inspection and Control Department said: "Through the remote monitoring tool, the sense of responsibility of officials and civil servants has been raised, administrative procedures on the online public service system have been resolved according to regulations, meeting the requirements of the 3 no model "no delays, no hassles, no requests for additional documents more than once". At the same time, the quality of expenditure control work has been improved, errors and violations have been limited. In addition, the remote monitoring tool has helped Nghe An State Treasury identify risks, provide preventive measures, warn units and provide timely guidance on how to overcome them".
