Nam Nhoong is a particularly disadvantaged mountainous commune with a scattered population and steep, mountainous terrain. Currently, in addition to the main school, the preschool level has four separate branch schools, each 5-10 km apart, and the school's facilities are still inadequate.

At the main school site, the limited space means that the functional rooms, principal's office, and vice-principal's office, as stipulated in the preschool regulations, have not been completed. Despite these conditions, the school has prioritized facilities and ensured sufficient teachers for the 5-year-old classes, and the commune has been recognized as having achieved universal education for 5-year-olds. However, achieving universal education for 5-year-olds is not yet sustainable, as there are currently two temporary classrooms and three permanent classrooms that are in disrepair; the playground, toys, and learning materials are also inadequate.

At Tri Le Kindergarten, in terms of teacher quality standards, the teacher-to-student ratio and the enrollment rate of 5-year-old children meet the requirements for universal education. However, currently, there are 13 classes for 5-year-old children, but only 2 classrooms are structurally sound, while 11 are temporary. Out of 13 classes, only 10 have the minimum teaching equipment necessary to implement the preschool education program. This is the reason why the commune has not yet been recognized as having achieved universal education for 5-year-old children – the only unit in Que Phong district that has not yet received this recognition.

On this occasion, the delegation presented gifts to the kindergartens, including kindergarten building blocks and candies for the children. Sharing in the difficulties faced by the teachers and students of the kindergartens, the delegation requested that localities pay attention to integrating programs and projects to upgrade classroom facilities to ensure safety and development for children; and to achieve sustainable universal education in Nam Nhoong commune and implement universal education for 5-year-olds according to the planned schedule in Tri Le commune. They also emphasized ensuring the quality of meals for children and reducing the rate of malnutrition through social mobilization and encouraging parents to provide meals for their children. The delegation also noted the recommendations from the localities and schools to report to the Provincial People's Council for resolution of future issues.
