(Baonghean) - From late March to early April 2014, the Criminal Investigation Department (PC52) of the provincial police successfully broke up 3 special cases with the codes "414T", "415T", "014G". These are complicated cases, because the wanted subjects are all extremely dangerous. Thereby, it is affirmed that the officers and soldiers of PC52 are the "nemesis" of wanted criminals...
The special project codenamed "415T" to capture Luu Van Tien is considered a typical special project, because the wanted subject disguised himself and erased all traces during the process of escaping from the prison. Luu Van Tien (born in 1960), permanent residence in Phu Gia commune, Huong Khe district, Ha Tinh, was charged with theft and appropriation of military weapons; using military weapons (AK) with his accomplices to rob property, was sentenced to 20 years in prison and had been on the run for 24 years.

On March 23, the leaders of PC52 established a working group under the direction of Colonel Le Viet Ha to plan to verify the background and social relationships of Luu Van Tien. Pursuing information from many sources, the working group learned that Luu Van Tien had changed his identity and background, taking the name Ba, Hung, or Dung, and had a son about 20 years old who had a traffic accident and was being treated in Dong Nai or Bao Loc, Lam Dong. Considering that Tien was a dangerous and reckless subject, had escaped from prison 3 times, had used an AK with a folding stock to rob property with his accomplices, and was ready to fight back against the arresting force, so, based on the information collected, the working group made a plan to capture him accurately down to the smallest detail and proposed to the provincial police leadership to establish a case to capture him.
The project codenamed "415T" was established, Colonel Le Viet Ha directly led the team to the South, to the provinces of Dong Nai, Lam Dong, Dak Lak, and Ho Chi Minh City. After verifying 2 hospitals in Dong Nai, there was no one with the surname Luu Van Tien or Ba, Hung, Dung, while checking again, the report was still confirmed to be correct. The Project Team decided to expand all hospitals in Dong Nai province, focusing on verifying patients aged 40 - 60 treated at the Department of Neurology, Bones and Joints, and Spine, but still had no results.
With the help of 8 officers and soldiers of the Ho Chi Minh City Police Department of Wanted Criminals, the working group continuously searched all hospitals in Ho Chi Minh City for 2 days, but still no one named Luu Van Tien or Luu but with a different name from Nghe An or Ha Tinh was admitted for treatment. At this point, the Investigation Committee decided to reinvestigate in Dong Nai province. After checking more than 6,000,000 people, there was still no one named Tien, Hung, Ba or Dung from Nghe An - Ha Tinh.
On the afternoon of April 3, 2014, the Working Group suddenly received information that Luu Van Tien had been transferred to the Ho Chi Minh City Oncology Hospital for treatment. With the support of the Oncology Hospital's Board of Directors, from 10pm to midnight on April 4, 2014, the Working Group reviewed more than 1,500 patients on the computer but found no patient with the same name and characteristics as the subject. The decision was made to review all patients from Lam Dong, Dak Lak, Dong Nai transferred to the hospital since March 2014. As a result, out of 115 patients, only 17 patients, including 9 male patients from Dong Nai. Posing as a nurse, present at room 306, Colonel Le Viet Ha discovered that a patient named Phan Khac Anh (born in 1958), from Tin Nghia hamlet, Xuan Thien commune (Thong Nhat district, Dong Nai) had the same characteristics as Luu Van Tien, suffering from bone cancer. Determining that Tien may have changed his name and moved his residence from Ha Tinh to Dong Nai, the task force planned to quickly check the household registration of the person named Phan Khac Anh. According to Xuan Thien Commune Police, there are no documents reflecting the origin of Phan Khac Anh's family in Nghe An or Ha Tinh, but the household registration is from Long Thanh - Dong Nai moved here in 1980. However, it is true that a son named Do was in a traffic accident and is bedridden as initially reported.
Determining that they had found the right subject, in addition to asking for instructions from the Chief of the Provincial Police Department to approach and fight against patient Phan Khac Anh, the Task Force contacted the Board of Supervisors of Prison No. 3, General Department VIII to coordinate and Department C54 sent 2 officers to take fingerprints and conduct an examination. While waiting for General Department VIII to increase its forces, Colonel Le Viet Ha continued to act as a nurse doctor to approach Phan Khac Anh for preliminary questioning. Initially, Phan Khac Anh refused to admit that he was Luu Van Tien. After many hours of determined struggle, using professional measures, Colonel Le Viet Ha forced Phan Khac Anh to confess that he was Luu Van Tien. He confessed that before escaping from Prison No. 3, he took his brother-in-law's household registration (deceased) and entered it in Long Thanh district (Dong Nai). After escaping from the camp, he moved to Thong Nhat district and has lived there until now... Although Luu Van Tien confessed and signed the minutes, to have more basis for confirmation, the working group arranged to take fingerprints and conduct on-site identification. The results of Luu Van Tien's fingerprints in the archives of the Ha Tinh Police Department's Records Office matched Phan Khac Anh's fingerprints...
Also using the "cicada shedding its shell" tactic, changing its name and hiding in difficult-to-manage areas like Luu Van Tien, but the subjects Tran Quang Phien, (born in 1980), residing in Trung Giang commune, Gio Linh, Quang Tri (Project code 414T); Truong Van Hoe (born in 1994), Lu Van Thanh (born in 1995), Truong Van Hung (born in 1994), all residing in Lien Hop commune, Quy Hop (Project code 014G) were finally caught by the law.
Tran Quang Phien committed the crime of making fake ID cards, opening ghost businesses, trading in invoices and documents, causing a loss of 3.5 billion VND to the state budget. He was wanted by the Investigation Police Agency of Vinh City Police on January 4, 2014. To escape the search, he used the ID card of Tran Duc Chinh (born in 1990), from Trieu Thuong, Trieu Phong, Quang Tri; permanent residence in Phu Thanh - Mo O, Dak Rong, Quang Tri. Following the traces, PC52 of the Provincial Police determined that Phien was selling an apartment in Ho Chi Minh City to collect money to escape to Cambodia. After mobilizing a business to deposit to buy an apartment, on March 23, 2014, the task force and other forces approached the house of Phien and the intermediary. On March 25, the task force approached Phien and identified the correct wanted subject. On April 1, 2014, the Investigation Committee decided to arrest Phien.
Truong Van Hoe, Lu Van Thanh, and Truong Van Hung were prosecuted for murder on January 13, 2013 in Lien Hop commune. Identifying these as particularly dangerous subjects, the leaders of PC52 Provincial Police have planned to verify and determine to arrest them to serve the prosecution and trial. Using professional measures, the Task Force identified the phone number of a subject and the area where they were hiding in the southern provinces, concentrated in Binh Duong Industrial Park. Before the Lunar New Year 2014, when determining their hiding place, the task force organized a pursuit but they had moved to Dong Nai and worked as timber exploiters. Thanks to implementing professional measures and building up information sources from the masses, at the end of March 2014, the task force identified the exact place where they were hiding, although at this time they had changed their names and personal records. Not allowing them to continue to hide, on April 7, 2014, the working group coordinated with Department 52-B, PC52 Department of Dong Nai Police to successfully break Project "014G", arrest Truong Van Hoe, Lu Van Thanh, Truong Van Hung and escort them to PC45 Department of Provincial Police to resume investigation and handle the case.
Established since June 9, 2010, up to now, officers and soldiers of PC52 of the Provincial Police have arrested and persuaded nearly 500 wanted subjects to surrender, of which nearly 200 are dangerous and extremely dangerous. According to Colonel Tran Van Minh - Head of PC52 of the Provincial Police: Currently, there are still about 400 wanted subjects in our province. Of which, there are over 100 extremely dangerous and dangerous subjects. There are about 125 subjects who have been on the run for over 10 years. Most of them are those who participate in drug trafficking rings, subjects who commit serious robberies and murders and then flee. With these subjects, when wanted, they often use hundreds of tricks, from changing their identities to constantly changing their hiding places in difficult-to-manage areas such as industrial parks in Binh Duong, the Central Highlands provinces, or abroad. To track down criminals and bring wanted criminals to justice, officers and soldiers of the wanted criminals department must go through a difficult, arduous journey with many dangers. However, "the net of heaven is vast, although sparse, it is difficult to escape", no matter how cunning and cunning, criminals will eventually fall into the net of the law...
