The Politburo has just issued Regulation No. 85 on inspection and supervision of asset declarations of officials under the management of the Politburo and Secretariat. The number of officials affected by the regulation is about 1,000 people.
Good sign for anti-corruption
Talking to reporters about this issue, Mr. Nguyen Dinh Quyen - Director of the Institute for Legislative Studies under the National Assembly Standing Committee said that the declaration, inspection and verification of assets are all activities towards asset control and asset transparency, which are good signs for the process of preventing corruption. Whether such activities are applied at the central or local level, and are managed by the Politburo, the Secretariat or local authorities, they are all good things.

“In my opinion, the steps taken by the Politburo and the Secretariat are in line with the spirit of the Anti-Corruption Law and demonstrate the pioneering role of the leadership. Those under the management of the Politburo and the Secretariat must be even more exemplary and pioneers for their subordinates to learn from. Through experience, we can replicate this at all levels,” said Mr. Nguyen Dinh Quyen, emphasizing that this is actually continuing to implement the law.
This former National Assembly delegate also emphasized that through asset transparency, honest and upright officials feel respected by the people for their legal assets. According to him, many officials, even under the Central Government's management, have low incomes and low living standards.
“When I was the Vice Chairman of the Judicial Committee (a subject under the management of the Secretariat - PV), my salary was 14 million VND. I taught extra classes, wrote articles in scientific journals, newspapers, and did research to earn more income” - Mr. Nguyen Dinh Quyen shared and believed that timely inspection, supervision, and transparent declaration of assets not only had a good effect on public opinion, but also avoided generalizing officials as “this or that”.
“The step of checking and monitoring assets is good. Verifying assets is very difficult, but it is not true that if it is difficult, we should not do it and then achieve no results. Whatever is difficult, we must start doing it. We may not be satisfied with the initial results, but we have experience in continuing to improve the policy mechanism and institutions to ensure more effective anti-corruption efforts,” Mr. Nguyen Dinh Quyen emphasized, adding that controlling citizens’ assets in society requires a long and elaborate process.
Breakthrough
National Assembly Delegate Luu Binh Nhuong - Standing Member of the National Assembly's Committee on Social Affairs also emphasized that putting about 1,000 officials under the management of the Politburo and Secretariat under asset inspection and supervision is an important decision, a breakthrough in the Party's personnel work.
Although this is a step to implement the Party's resolutions and not something new, according to Mr. Nhuong, it is a breakthrough in conducting inspections and supervision of all leaders, especially in cases where there are accusations and public opinions about violations.

“If we have been able to make the highest-ranking cadres, then other cadres are a normal story. Therefore, this is an important declaration for the people and party members about the Party's attitude in fighting negativity and corruption. According to the General Secretary's statement, there are no forbidden areas. This decision is meaningful in creating trust, especially in the current period,” said Mr. Luu Binh Nhuong, believing that the Party is determined to maintain the prestige of cadres but must handle those who have committed violations.
According to this National Assembly delegate, public opinion and the people also have the opinion that it is necessary to do something to ensure that the matters related to assets must be done truly, objectively, and thoroughly, and not just stop when there is a case of asset or personnel being dispersed like recently and say that it cannot be done. Therefore, this matter needs effective measures to go through.
For example, in asset declaration, it is necessary to review the annual asset declaration, whether the asset development is correct. Based on the income of such officials, economic activities like that, can they have such a large amount of assets? Or how can children, grandchildren, brothers, relatives be appointed to high positions, holding such large amounts of assets? Or how can old people, past working age, with insignificant income, have such a huge amount of assets? Such cases must be considered, if there is no explanation, measures must be taken.
“If we stop and people still have questions, then the story of beating the snake halfway and doing it half-heartedly will lead to the loss of value of this work,” Mr. Luu Binh Nhuong expressed his opinion and said that to inspect and supervise effectively, we need people with capacity and qualities, supervision and measures to protect those who carry out the tasks assigned by the Party.
