Prosecution and temporary detention of former police major accused of rape
On the afternoon of December 11, the Investigation Police Agency - Quang Ninh Provincial Police issued a decision to prosecute and temporarily detain Ngo Tuan Dung (38 years old, former major, working at the Road and Railway Traffic Police Department - Hai Duong Provincial Police) to clarify the act of rape.

On the same day, Hai Duong Provincial Police stripped Ngo Tuan Dung of his military rank.
Previously - on October 13, Ms. VKL (33 years old, director of a limited liability company in Minh Tan commune, Kinh Mon district, Hai Duong) sent a petition to the authorities accusing Major Ngo Tuan Dung of raping her in a car at the Huong Lan motel yard - Dam Thuy village, Thuy An commune, Dong Trieu district, Quang Ninh on the afternoon of August 29. Dong Trieu district police started an investigation, then handed over the case to Hai Duong police because both the accuser and the accused were from Hai Duong; Hai Duong police also sent a document requesting information about the case.
After studying the records and statements of Ngo Tuan Dung, Hai Duong Provincial Police demoted his rank from major to captain, reduced his salary by one grade and transferred Dung to Thanh Ha District Police. In October 2012, during a meeting with reporters, a leader of Hai Duong Police said that Ngo Tuan Dung had violated work regulations such as drinking alcohol, leaving his duty position during working hours... so the Provincial Police took disciplinary action according to the regulations of the industry, and the conclusion of whether Dung committed rape or not was investigated and handled by Quang Ninh Provincial Police.
After Hai Duong Police handled the case internally, Quang Ninh Police reviewed the entire case and on October 24, the Investigation Police Agency - Quang Ninh Police issued a decision to initiate a case for investigation, then prosecuted the accused and temporarily detained Ngo Tuan Dung.
It is known that the Ministry of Public Security has directed the Quang Ninh Provincial Police to strictly handle the case in accordance with the law.
