Prosecution of defendant in the case of barge collapsing Ghenh bridge
Thuong and Giang were prosecuted and temporarily detained. Meanwhile, Le's detention order was revoked because there was not enough basis for criminal proceedings.
On the afternoon of March 30, the Dong Nai Provincial People's Procuracy approved the decision to prosecute and temporarily detain Phan The Thuong (62 years old, from Soc Trang province, owner of the tugboat SG-3745, used to push the barge SG-5984, which crashed into Ghenh bridge). Thuong had mobilized or assigned an unqualified person to operate a waterway vehicle according to Article 215 of the Penal Code.

Meanwhile, Tran Van Giang (36 years old, residing in Bac Lieu province, the main ship driver who caused the collapse of Ghenh bridge) was also prosecuted by the Dong Nai Provincial People's Procuracy and temporarily detained for four months for violating regulations on controlling water vehicles according to Article 212 of the Penal Code.
As for Nguyen Van Le (28 years old, from Bac Lieu province) - according to Dong Nai Police Investigation Agency - the criminal detention order was canceled and will be considered for later handling due to insufficient basis for criminal handling.
As reported by Ho Chi Minh City Law, on March 20, Mr. Thuong, together with Giang and Le, drove a barge carrying sand from the West to Dong Nai for sale. When the ship reached Ho Chi Minh City, Mr. Thuong went ashore to do some personal business and handed the ship over to Giang and Le to continue the journey to Dong Nai.

At about 11:30 a.m. the same day, the ship reached the river section flowing through Ghenh bridge in Bien Hoa city (Dong Nai). Due to lack of experience in controlling the barge and encountering a whirlpool, combined with the pusher boat stalling, Giang let the barge crash into the Ghenh bridge pillar, causing it to collapse. The barge and pusher boat capsized and sank to the bottom of the river.
After the incident, Giang and Le returned to their hometown and informed Mr. Thuong about the incident. On March 21, Mr. Thuong and the two captains, Giang and Le, were detained by Dong Nai police.
According to the investigation agency, the barge had expired, Giang did not have a driver's license, but Mr. Thuong still let Giang control the ship.
