Prosecution of ward secretary for 'extorting money' from illegal parking lot owner
The ward secretary and his subordinates discussed and requested the owner of the parking lot to pay money to "donate to the ward union fund", otherwise the parking lot would be forcibly demolished.

The defendants prosecuted include Nguyen Xuan Chinh (born in 1976, Secretary of the Hoang Liet Ward Party Committee), Nguyen Manh Ha (born in 1978, official of the Hoang Liet Ward People's Committee), Nguyen Thi Anh Tuyet (born in 1987, official of the Hoang Liet Ward People's Committee Office), and Dinh Thi Van Anh (born in 1988, accountant of the Hoang Liet Ward People's Committee until December 2024).
The investigation determined that taking advantage of the process of reorganizing the political system (including the orientation of not organizing at the district level and merging commune-level units), Nguyen Xuan Chinh and Nguyen Manh Ha loosened management, creating a mechanism to ask for and receive money from individuals who violated urban order in Hoang Liet ward.

Accordingly, Mr. NTH (born 1978) runs a parking lot in Hoang Liet ward. Although this parking lot is about 4,000 square meters wide and has not been granted a business license, it still operates openly and collects money from vehicle owners.
Around mid-August 2024, Nguyen Manh Ha met with the parking lot manager and informed him of Nguyen Xuan Chinh's directive that if the parking lot wanted to continue operating, Mr. H. had to "contribute to the ward union fund" in the amount of 50 million VND/2 months. Otherwise, the parking lot would be forcibly demolished.
Fearing that he would lose everything, Mr. H. paid money to Nguyen Thi Anh Tuyet and Dinh Thi Van Anh. From August 2024 to now, Mr. H. has paid a total of 310 million VND.
On the afternoon of May 6, Nguyen Manh Ha asked Mr. H to "send gifts" on the occasion of April 30 and May 1 to Secretary Nguyen Xuan Chinh and Ha personally to continue creating conditions for the parking lot to operate. On the morning of May 7, when Mr. H. came to Ha's office and gave 3 envelopes totaling 25 million VND, he was discovered by the Working Group of Team 3, Economic Police Department - Hanoi City Police and coordinated to clarify.
Continuing to expand the investigation, from 2020 to present, Nguyen Xuan Chinh and Nguyen Manh Ha discussed and exchanged with Nguyen Thi Anh Tuyet and Dinh Thi Van Anh to receive 840 million VND from 3 other units violating urban order to spend on the common activities of the unit, gifts and Secretary Chinh himself.
The total amount of bribes received by the subjects was 1.175 billion VND. The subjects' actions were systematic and took place over a long period of time.
The case is being further investigated by the Hanoi City Police Investigation Agency to be strictly handled according to the provisions of law.
