Prosecution of the case of 80 children with genital warts in Hung Yen

According to information from Hung Yen Provincial Police, the case of nearly 80 children with genital warts is serious, affecting the health and psychology of the children. It is necessary to initiate a case for investigation.
Previously, the Inspectorate of the Hung Yen Department of Health proposed a fine of 100-110 million VND for 3 violations committed by physician Hoang Thi Hien (in Da Trach, Khoai Chau, Hung Yen) and the People's Committee of Hung Yen province issued an official decision, including the additional penalty of revoking the right to use the practicing certificate of physician Hien.
In the past 2 months, the Central Dermatology Hospital has examined and treated nearly 80 children (under 15 years old) with genital warts after being treated for phimosis at Dr. Hien's home. Currently, dozens of families have sent urgent appeals to Deputy Prime Minister Vu Duc Dam, the Ministry of Health, and the Ministry of Public Security. Dr. Hien was fined 100 million VND for practicing and selling illegal drugs and was banned from professional activities for 12 months.
On the afternoon of July 27, Deputy Prime Minister Vu Duc Dam chaired a meeting with the Ministry of Health and the People's Committee of Hung Yen province to listen to reports on cases of children with genital warts in Khoai Chau district, Hung Yen province.
At this meeting, Deputy Prime Minister Vu Duc Dam directed to focus on providing the best treatment for children with genital warts in Khoai Chau district, Hung Yen. In particular, he requested to minimize treatment costs for the children's families.
The Deputy Prime Minister requested relevant authorities to strictly handle the case according to the law (in terms of law, they can initiate a case, in terms of State management, they should consider the specific responsibilities of the parties involved) and suggested that the Ministry of Health should provide detailed instructions to the people on how to handle children with symptoms of phimosis as well as which facilities are qualified to examine and treat this condition.
Article 242. Crime of violating regulations on medical examination, treatment, production, preparation of drugs, dispensing of drugs, sale of drugs or other medical services 1. Anyone who violates the regulations on medical examination, treatment, production, preparation, dispensing, sale of drugs or other medical services, if not falling under the cases specified in Article 201 of this Code, causing damage to the life or causing serious damage to the health of another person or has been disciplined, administratively sanctioned for this act or has been convicted of this crime, not yet had his/her criminal record expunged and still commits the violation, shall be sentenced to imprisonment from 1 year to 5 years. 2. Crimes with very serious consequences are punishable by imprisonment from 3 to 10 years. 3. Crimes causing particularly serious consequences shall be punished from 7 to 15 years. 4. The offender may also be fined from 5 million VND to 50 million VND, banned from holding positions, practicing a profession or doing certain jobs from 1 year to 5 years. |
