The Criminal Investigation Agency of Region 3 under the Air Defense - Air Force has initiated a case and investigated signs of crime in the case of a 12th grade female student who was hit and killed by a car.

On August 7, the above decision was announced by the Criminal Investigation Agency of Region 3 to the People's Procuracy of the same level and the Phan Rang - Thap Cham City Police, Ninh Thuan.

Initial investigation determined that on the morning of June 28, Major Hoang Van Minh - Financial Assistant of Regiment 937 (stationed in Phan Rang) was driving a 7-seat car on 16/4 Street. When approaching the gate of Vietinbank Ninh Thuan, he turned right to enter the bank, hitting the motorbike driven by Ho Hoang Anh, 18 years old, in the same direction in front.

The female student fell and was thrown forward, hitting her head on the road and hitting an electric pole. The victim was taken to the emergency room but died.

According to Phan Rang - Thap Cham City Police, driver Minh made an "unsafe turn" - a violation of road traffic safety regulations, leading to the accident, and the case must be prosecuted. Because Mr. Minh is an officer of the Air Defense - Air Force, Phan Rang - Thap Cham City Police have requested the Criminal Investigation Agency of Region 3 to handle the case according to their authority.

Hoang Anh's family also sent a petition to the authorities to handle the violators. Recently, the family was surprised to receive a notice that "Ho Hoang Anh's blood alcohol test result was 0.79 mg/100 ml of blood".

People were upset, thinking that this result was incorrect, suspecting that the investigation was shady. Because Hoang Anh was a good student, that morning she went to school to get her high school graduation exam notice, and on her way back she had an accident, it could not have been related to beer or alcohol.

At a press conference on the afternoon of August 2, Dr. Thai Phuong Phien - Director of Ninh Thuan General Hospital, admitted errors in the alcohol testing process of the victim leading to "unreliable" results, and apologized to Hoang Anh's family.
