Both were prosecuted and released on bail pending investigation of intentional damage to property (smashing the windshield of a Ministry of Public Security vehicle).

At around 10:30 p.m. on August 30, Mr. Van Ngoc Vung (36 years old) drove a 7-seat car carrying a group of officers from the Criminal Technical Institute - Ministry of Public Security to a restaurant on Phan Ngoc Hien Street, Ward 5, Ca Mau City for dinner.

At the same time, Mr. Nghi and Mr. Khanh took their motorbikes and left the restaurant. A moment later, the two returned and used a piece of wood to smash the rear windshield of the motorbike parked in front of the restaurant. The incident was immediately reported to the authorities.

Working with the authorities, Mr. Nghi and Mr. Khanh both confessed that at the above time, after finishing dinner, because the car was blocking Mr. Nghi's way, Mr. Nghi asked the group of people in the car to move their car so he could drive it out, but the group did not comply.

However, when the police verified, the camera footage at the restaurant showed that the car "was parked without obstructing Mr. Nghi's motorbike".
