It is not required to have a foreign language or IT certificate when transferring to another rank.
The Ministry of Education and Training has just sent an official dispatch to the Chairmen of the People's Committees of provinces and centrally-run cities to coordinate and direct the strict management of the organization of learning, testing and granting of foreign language and IT certificates to teachers.

In the process of implementing joint circulars regulating codes and professional title standards for preschool and general education teachers, in many localities, education management agencies and schools require teachers to complete all diplomas and certificates, especially foreign language and information technology certificates to standardize qualifications according to professional title standards, so there has been a situation of forcing teachers to go to school. The organization of teaching, testing and granting of certificates has revealed many limitations, inadequacies, and even negativity.
The Ministry of Education and Training believes that at this time, only teachers who need to take the exam/review for promotion to a professional title must ensure that they have sufficient foreign language and IT qualifications/certificates according to regulations. Education management agencies at all levels and schools are not required to require all teachers when transferring from a rank to a professional title to have qualifications/certificates immediately according to regulations of professional title standards.
