Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan said that the delegates' concerns were correct.

However, Ms. Nguyen Thi Kim Ngan also made it clear that this time, the Government submitted it to the National Assembly to ask for policy, not enough conditions to press the button to approve. This project has had a policy for a long time and is only a policy for research. This time, submitting it to the National Assembly is just to "dig up".

In his personal opinion, the Vice Chairman of the National Assembly affirmed: “This project is very necessary. The scale of the airport is very necessary for future development, in the condition that Tan Son Nhat is overloaded.”

Ms. Kim Ngan also cited concerns from some opinions that there are 1,500 hectares that have not been fully utilized and Tan Son Nhat can open more runways, but the biggest difficulty is that it is impossible to clear the population to open the road, and Tan Son Nhat's air safety is also not guaranteed.

“There is no airport located in the middle of a city of tens of millions of people. The Ho Chi Minh City People’s Council also passed a resolution not to expand the capacity of Tan Son Nhat airport. That means, at some point Tan Son Nhat will be overloaded,” said Ms. Nguyen Thi Kim Ngan.

Thus, to meet future development, planning for infrastructure development of the aviation industry, and actual needs.

The Vice Chairman of the National Assembly also reiterated the content of the meeting of the National Assembly Standing Committee, stating that the expressway system connecting Long Thanh with key economic zones is very good and advantageous; the clearance is mainly rubber trees, the land is relatively flat and all aspects of national security and defense have been considered. If this airport is built, it will promote the development of the key economic zone in the South.

The most worrying issue regarding the public debt situation is where the capital to build the airport will come from. “But it will only be gradually exploited in the 2020-2030 period, not immediately, but with a roadmap,” said the Vice Chairman of the National Assembly.

The National Assembly really needs a resolution to clarify investment efficiency, airport investment costs, estimated to be high compared to regional airports. The Ministry of Transport has not yet given a specific figure to say whether it is high or low. If not calculated for the National Assembly to compare, see how much investment per square meter is divided by passengers. "If not, it will become the most expensive airport on the planet, like the most expensive road on the planet. This is an important issue" - the Vice Chairman of the National Assembly noted.

Vice President Nguyen Thi Kim Ngan also suggested that when presented, the total investment must be clear, the estimate must be comparable, higher or lower than other airports in the same area as us, around us such as Hong Kong, Korea, Thailand, Singapore... The calculation of the return on investment must also be recalculated clearly. When exploiting Long Thanh, we must exploit Tan Son Nhat airport at the same time, not closing Tan Son Nhat. That means, we must calculate the full capacity of Tan Son Nhat airport (25 million passengers/year), then calculate passengers and goods when investing in Long Thanh.

The question of whether it will compete with other airports in the region also needs to be raised. The government says it meets the requirements of domestic development, aiming to compete in the region. Obviously, if this airport is not built, it will limit the country's development. Building Long Thanh airport is both to meet the country's development requirements and to become a transit port for Singapore. We also have to consider the management apparatus, people...

“Competition is fierce, not simple” – the Vice Chairman of the National Assembly affirmed.

At the same time, when opening this airport, it must be placed in the context of synchronous development of the road and highway systems, and if it is possible to renovate and upgrade the North-South railway, it must also take into account the development of other means of transport to have an investment plan for each stage.

The Vice Chairman of the National Assembly also said that the Government must clarify the contents of: investment capital, investment efficiency in synchronous development; why not expand Tan Son Nhat; why not use Bien Hoa. "These issues must be clearly explained. I think this issue has not been clearly explained" - said the Vice Chairman of the National Assembly.
