Controlling the tricks of traders in purchasing agricultural products

By opening an account and depositing at a bank in Vietnam, farmers will have zero risk.

While the situation in the East Sea is tense, many people are worried that Chinese traders will continue to hunt for and buy some agricultural products in Vietnam, especially at times pushing agricultural prices sky high, and at other times turning a blind eye and not buying, causing prices to plummet. Therefore, we need to have measures to reduce the damage to farmers from this trick.

Speaking to the press, Dr. Nguyen Duc Kien - Deputy Chairman of the National Assembly's Economic Committee said that, using the correct term, this should be called a Chinese businessman coming to Vietnam to collect agricultural and seafood products.

Mr. Kien said, according to the survey of the Ministry of Industry and Trade, most Chinese businessmen do not directly purchase agricultural products but they purchase through agents and private enterprises in Vietnam. Through this phenomenon, it can be seen that our farmers, private enterprises, single-member LLCs, and household economies have not properly implemented the minimum requirements of the market economy in trading, which here is foreign trade, import and export.

In my opinion, if Vietnamese enterprises when doing business all sign contracts and require Chinese partners to open accounts and deposit at a bank in Vietnam, the risk rate for farmers will be zero.

“The management agencies are also partly responsible here. However, we must also acknowledge that the profits are too high compared to domestic sales, so some Vietnamese businesses take advantage of the trust of farmers, buy on credit to collect and sell to Chinese traders, leading to such losses,” Mr. Kien noted.

According to Mr. Kien, for Chinese enterprises coming here to open branches for production and business activities, the Enterprise Law has sufficient sanctions to control. As for them coming to Vietnam with tourist visas but doing it wrongly, it shows that their immigration and household registration work still has many shortcomings. We may have also innovated administrative management to suit the changes of the economy, but our economy changes too quickly and administrative management cannot keep up.

"Therefore, many foreigners enter production and business activities without being licensed by state management agencies. The responsibility here belongs to the Ministry of Public Security and the Ministry of Labor, War Invalids and Social Affairs," said Mr. Kien./.
