(Baonghean) - On September 29, 2011, Nghe An newspaper reported information from people's reflections about the T4 drainage canal running through Dong Vinh ward, Vinh city causing an unsanitary stench. People wanted to pave the canal to reduce the smell and at the same time make it a place for vehicle parking services (near Dong Vinh market), but the ward and city People's Committees did not agree. After directing the Dong Vinh ward People's Committee to inspect the matter, on November 24, 2011, Vinh City People's Committee issued Document No. 3967/VP in response to the information reported in the newspaper as follows:
First of all, about the environmental pollution issue: Canal T4 is a canal serving wastewater drainage for the western area of Vinh City, flowing through the wards of Quan Bau, Le Loi and Dong Vinh. The canal section in Dong Vinh ward runs through blocks 13, Vinh Thanh, Vinh Yen. Since 1997, the canal has been invested in solid construction and in 2006 was extended to block 15, Cua Nam ward and according to the design of the canal has no cover. Because the wastewater drainage canal, especially runs through the Vinh Station area and then to block 13, it is inevitable that the canal will be dirty and have a foul smell, the information reflected by the people is true.
Regarding this issue, through meetings with voters in the ward, Vinh City People's Committee received many opinions reflecting on the pollution situation due to the lack of investment in building a cover. To resolve the above petition, in 2010, the City People's Committee invested in dredging the entire T4 canal in general and the section through Dong Vinh ward in particular to reduce pollution; at the same time, conducted a survey to establish a project to renovate and upgrade the T4 canal and included it in the construction investment list under the Vinh urban construction and beautification project, using ODA capital borrowed from the World Bank. Currently, the project has been prepared by consultants and submitted to the World Bank for appraisal.
Regarding the request of the Front and the Veterans Association of Block 13 to pave the canal surface to create a space for vehicle parking services: According to the report of the People's Committee of Dong Vinh Ward, the Ward People's Committee received a request from the Veterans Association to invest in creating a space for vehicle parking services on the T4 canal, the eastern section of Nguyen Truong To Street, but the Ward People's Committee did not agree because the Vinh City People's Committee is conducting a survey and establishing a project to renovate and upgrade the T4 canal.
Thus, the Ward People's Committee's disagreement is in accordance with regulations because during the operation and use of T4 channel, it must ensure compliance with the design and the channel's premises must not be used for business purposes.
