Do not let fishermen lose their fishing rights in the East Sea
Speaking to reporters on December 4, Mr. Tran Cao Muu, General Secretary of the Vietnam Fisheries Association, said that China’s new moves show that they are deliberately “encroaching” on the East Sea. We need to have more synchronous and drastic measures.
According to Mr. Muu, the Chinese fishing boat cutting the cable of Vietnam's Binh Minh 02 ship and hundreds of Chinese fishing boats entering our waters to exploit is China's next act of aggression, creating tension, not only for Vietnam, but also for Southeast Asian countries and many countries around the world.
Before that, they drew the “cow tongue line” on their passports. Many countries like India,
After China established the so-called “Sansha City” in Hainan Province, the provincial government recently issued the “Regulations on the Management of Hainan Coastal Border Security”, giving the Hainan Border Police the authority to control foreign vessels entering the waters under Hainan’s management. This is a sea area that they themselves claim as their own, but in reality, it does not belong to them.
The problem is, if China succeeds in controlling its vessels, it can be said that our fishermen will lose their sovereignty over many of our waters, and China will control exploitation in Vietnam's waters.
Mr. Tran Cao Muu
How do you evaluate our struggle against China's aggressive actions?
The fact that the Binh Minh 02 ship's cable was broken and hundreds of Chinese fishing boats were pulled into our waters is an act of aggression, even an act of encroachment on the sea.
Therefore, we must be very resolute in this matter. For a long time, we have been fighting very resolutely, still having quite strong reactions and statements, but in my opinion we still need to be stronger. We must be frank and resolute so that people understand that the Vietnamese people
Protect fishermen at sea
Sir, how will China's many aggressive actions and fishing boats encroaching deep into Vietnam's waters affect the fishing of Vietnamese fishermen?
Psychologically, China’s aggression makes Vietnamese fishermen feel insecure. In particular, each fleet of fishing boats with hundreds of large, high-horsepower vessels has a great impact on the traditional fishing grounds of Vietnamese fishermen.
In the Truong Sa and Hoang Sa islands, hundreds of Chinese fishing boats arrived, while Vietnamese fishing boats mainly used purse seine, gill net, and line fishing; these three occupations were in conflict with their trawling occupation, so as soon as they arrived, our fishermen would lose all their nets and fishing gear.
So how to support and protect our fishermen to continue to stick to the sea, affirming Vietnam's sovereign waters?
Protect Vietnam's sovereignty
However, these policies have not yet met all practical requirements. Some policies such as Decision 48 on fuel support, hull insurance, crew insurance, etc. in remote areas, but are slow or do not reach fishermen.
Currently, oil prices are increasing continuously, fish sauce prices are not increasing, fishing at sea is losing money, fishermen in many places are "exhausted". We really need support policies, reaching the people, so that they have enough strength to participate in fishing at sea, protecting their sovereign waters.
Chinese fishing boats now do not just travel alone, but hundreds of them, to protect each other, even to disperse groups of Vietnamese boats.
We must also think of solutions to maintain the ability, the exploitation team, the assets, the rights and the lives of fishermen in our sovereign waters. This is not only the responsibility of any Association or organization, but the whole country must stand by them and be responsible for them.
On the afternoon of December 4, speaking with Tien Phong, Deputy Minister of Agriculture and Rural Development, and Director General of Fisheries Vu Van Tam said that after the Government issued a Decree on the organization and operation of the Fisheries Surveillance force, the General Department is advising the ministry to promote the establishment and organization of the Fisheries Surveillance Department as soon as possible.
The Fisheries Surveillance Department is an agency under the Directorate of Fisheries, with regional Fisheries Surveillance Sub-Departments, specialized departments and public service units under it.
