The Minister of Finance has just issued Directive 06 on strengthening management, operation and price stabilization during the 2017 Lunar New Year.

Implementing the Prime Minister's Directive No. 33/CT-TTg dated December 17, 2016 on strengthening management and operation to stabilize market prices, prices, and ensure social order and safety during the 2017 Lunar New Year, Minister of Finance Dinh Tien Dung requested Heads of units and organizations under the Ministry of Finance to proactively and synchronously and effectively implement assigned tasks according to their functions and tasks.

Specifically, regarding the management, operation and price stabilization, the Directors of the Departments of Finance shall preside over and coordinate with local departments, branches and sectors to closely monitor the developments of supply and demand and market prices before, during and after Tet, especially for goods and services that directly meet the Tet consumption needs of local people (glutinous rice, rice, livestock meat, poultry, poultry eggs, seafood, green vegetables, fruits, confectionery, beer, wine, soft drinks, flowers, ornamental plants, passenger transport fares, bicycle, motorbike, car parking fees, sightseeing tickets, etc.) to promptly take measures to stabilize prices in accordance with the provisions of law;

The Department of Finance coordinates with departments, branches and sectors to advise the Provincial People's Committee on implementing the Market Stabilization Program, ensuring supply and demand balance, especially in localities with floods, preventing shortages, speculation, hoarding, spreading false information causing sudden price increases...

Units must strengthen inspection and supervision of compliance with legal regulations on price, tax, fee and charge management in the area, especially for essential consumer goods and services, goods and services on the price declaration list.

Regarding fixed-route passenger transport fares by road and taxi, the Department of Finance will coordinate with the Department of Transport to receive price declarations from January 1, 2017 according to regulations. At the same time, it will strengthen inspection and take strict measures to handle violations, taking advantage of holidays, Tet, and peak periods to increase prices...

Directors of local Tax Departments must direct the review to collect correctly, fully and promptly taxes, fees, charges and other revenues to the State budget; strengthen inspection, detection and prevention of tax evasion, tax arrears and transfer pricing.

The Tax Department must urge the full and timely collection of budget revenues extended in 2016 that are due to be paid into the budget. Organize the full and timely collection of receivables according to the results of Audits, Inspections and law enforcement agencies. Publicly announce the list of enterprises with tax debts on mass media. Strictly manage tax refunds, ensure the right subjects, in accordance with regulations, timely and strict detection and handling of violations.

Directive 06 also directs the Financial Inspectorate to preside over the inspection of compliance with laws on finance, accounting, prices, taxes, fees, etc. according to plans and in unexpected cases for state-owned enterprises; enterprises producing and trading goods and services on the price stabilization list, declaring prices; and strictly handling violations.

The Director of the State Treasury must focus on directing and strengthening the control of State budget expenditures through the State Treasury, including development investment expenditures and regular expenditures; the Director of the Customs Department must coordinate with relevant units to promote activities to prevent smuggling, trade fraud and counterfeit goods, cross-border smuggling, focusing on key routes and areas...; the Directors of the Regional State Reserve Department must have plans to protect the safety of warehouses, goods... directly managed by the unit, coordinate in determining the purchase and sale prices of some special items...
