Death, loss of home and property due to fire and explosion

According to statistics from the Provincial Police, in 2021 and the first 2 months of 2022, there were 316 fires in Nghe An province, killing 9 people and causing damage of about 8.7 billion VND. Compared to the same period in 2020, there were 12 more fires, 3 more deaths, and property damage increased by 1.861 billion VND. This is an alarming number of fires occurring in the province, especially at the time of entering the hot season. In fact, in February and March 2022 alone, there were many fires that killed people and burned down many houses and people's property.

Most recently, around 9pm on March 15,2 story houseMr. Nguyen Dinh Tuan's house in Hong Thai hamlet, Nam Thai commune (Nam Dan) caught fire fiercely. When discovering the fire, people in Nam Thai and Nam Nghia communes living near Mr. Tuan's house used pliers to cut the lock, broke the door, and pulled the water hose into the house to put out the fire. After that, CC&CNCH Team No. 7 mobilized 2 fire trucks and 16 officers and soldiers to quickly arrive at the scene to put out the fire.

Although the fire was extinguished after about an hour, most of the furniture on the first floor of the house was burned down. The initial cause was determined to be an electrical short circuit. At the time of the fire, no one was home because the house was rented to someone to store brooms.

Also due to carelessness, on April 12, a household in Yen Hop commune, Quy Hop district, while burning the ground cover for the acacia plantation, let the fire spread to the construction site.3 motorbikes. As a result, all three motorbikes were burned down. Also in Yen Hop commune, the family of 6 of Mrs. Pham Thi Xuyen in Cau Da hamlet lost all of their property and their stilt house after the fire on the afternoon of April 8. Or in Ta Ca commune, Ky Son district, on March 14, Mr. Lo Van Nam in Hoa Son hamlet also lost all of his property and his stilt house after a fire broke out at 10pm.

Previously, on February 22, an incident occurred in Dien Chau town.on firekilled 1 person and destroyed all property. The fire site was Ha Thanh restaurant, block 3, Dien Chau town. Although the Fire Prevention and Fighting Police dispatched 2 fire trucks with 20 soldiers to remove the corrugated iron roof from above and extinguish the fire after 20 minutes, the fire killed 1 woman in the restaurant.death, all property including motorbikes and belongings were burned.

Strengthen fire prevention work

To promptly extinguish 316 fires that occurred in 2021 and the first 2 months of 2022, the Fire Prevention and Rescue Police Department mobilized 589 fire trucks, 32 rescue vehicles, and 3,576 officers and soldiers to approach the scenes of fires, incidents, and accidents. Thanks to that, hundreds of people were guided to escape in fires and incidents, directly saving 12 people.

Forecasting that the risk of fire and explosion is likely to increase in the coming time, especially during hot weather, the Provincial People's Committee has issued Plan No. 73/KH dated January 28, 2022 on fire prevention, fighting and rescue in 2022. Accordingly, departments, branches, units and localities need to strengthen timely and effective handling of fire and explosion incidents, and at the same time strengthen prevention work, not allowing fires to cause death and great damage to people's property.

The Provincial People's Committee emphasized two key contents on state management in the field of fire prevention and fighting: urgently promulgating regulations on ensuring fire prevention and fighting safety for individual family houses and houses combined with production and business; at the same time, establishing an interdisciplinary team to conduct a general inspection of fire prevention and fighting safety at production and business establishments, hospitals, and residential areas with high risk of fire and explosion in the area.

For the People's Committees of districts, cities and towns, Plan 73/KH requires the Chairmen of People's Committees at all levels and heads of agencies and units to enhance their responsibilities, regularly urge, monitor, inspect and guide the implementation of Resolution No. 13/2020 of the Provincial People's Council on regular support for the positions of Civil Defense Captains and Deputy Captains and equipping fire prevention and fighting equipment for this force in the period of 2021-2025.

Continue to consolidate and build new ones, maintain the civil defense force, ensure allowances, means and fire-fighting equipment according to regulations; ensure that 100% of residential areas in the area must organize their own fire-fighting, rescue and salvage drills using on-site forces.

Provincial People's Committee

Regarding the provincial police force, especially the fire prevention and fighting police, Colonel Cao Minh Huyen - Deputy Director of the provincial police said that the force will conduct fire prevention and fighting safety inspections for some key types of facilities; review and inspect the system of Party documents and State laws on fire prevention and fighting work of agencies, organizations and individuals, especially the responsibility of the head; coordinate with units and localities to discuss the causes of the recent fire and explosion situation, directions, and propose contents related to the fire and explosion situation in the coming time.

The Deputy Director of the Provincial Police also requested the Fire Prevention and Rescue Police and the police of districts, cities and towns to seriously and frankly acknowledge the existing problems and causes of fires, especially fires that cause human casualties and major property damage, in order to have preventive solutions. At the same time, he requested relevant units to focus on grasping, analyzing and forecasting the fire and explosion situation in the province to promptly advise local Party committees and authorities and leaders of agencies and enterprises to proactively organize and implement measures to prevent fire and explosion risks and damage caused by fire and explosion.

In addition, the Deputy Director of the Provincial Police also requested units to step up propaganda and training on fire prevention and fighting and search and rescue, and inspection and re-examination of compliance with fire prevention and fighting laws.
