Do not circulate new banknotes under 5,000 VND during Tet holiday

(Baonghean.vn) - On February 11, 2015, Chairman of the Provincial People's Committee Nguyen Xuan Duong issued Official Letter No. 924/UBND-TM to provincial departments, branches, and sectors, the State Bank of Vietnam, Nghe An branch; districts, cities, and towns; Nghe An Newspaper; and the provincial Radio and Television Station. The content of the Official Letter is as follows:

In recent years, the State's policy of not circulating newly printed small denomination money during the Lunar New Year has been widely supported by all classes of people. However, there is still a phenomenon of some people using small denomination money during the New Year festival for spiritual reasons beyond the limit. The high demand for newly printed small denomination money during the Lunar New Year has given rise to an unlicensed business of exchanging money for profit for personal gain.

In order to contribute to adjusting the behavior of festival participants, preserving and promoting the beauty of traditional culture, protecting the image of Vietnamese currency and saving costs for the state in accordance with the spirit of Official Dispatch No. 373/NHNN-PHKQ dated January 20, 2015 of the State Bank of Vietnam, the Provincial People's Committee requests the People's Committees of districts, cities and towns; relevant provincial departments, branches and sectors to implement the following contents:

1.Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper;People's Committees of districts, cities and townsThere are cultural and spiritual tourist sites that organize propaganda well so that people know and support the State's policy of not circulating new banknotes with denominations of 5,000 VND or less before, during and after the Lunar New Year 2015, in order to save money for the State and society; use small denominations reasonably, in accordance with their functions, protect the image of Vietnamese currency, preserve and promote the beauty of traditional culture in festivals, temples and pagodas.

2.State Bank of Vietnam, Nghe An Province BranchEnsure that small denominations of money meet people's circulation needs, and at the same time, conduct surveys and grasp the situation. If any unauthorized business activities of exchanging money for profit are discovered in festival areas, temples and pagodas, report to the Provincial People's Committee and propose a solution.

3.Department of Culture, Sports and Tourism, Market Management Department, Provincial Police, People's Committees of districts, cities and townsThere are cultural and spiritual tourist attractions according to the assigned functions and tasks, coordinating with the State Bank of Vietnam, Nghe An Branch, to organize the inspection and strictly punish (according to the provisions of Point a, Clause 5, Article 30 of Decree No. 96/2014/ND-CP dated January 17, 2014 of the Government) cases of unlicensed business of exchanging money for profit at festival areas, temples, pagodas or doing business online in Nghe An province.

Request the People's Committees of districts, cities, towns; provincial departments, branches, sectors, and relevant units to seriously implement the contents of this Official Dispatch. In the process of implementation, if there are any difficulties or problems, please report to the Provincial People's Committee (through the State Bank of Nghe An province branch) for consideration and handling.
