Don't let expectations turn into disappointments.

(Baonghean) -Yesterday, the 7th session of the 13th National Assembly ended, but here and there, it still left some concerns in the hearts of delegates and voters. That is normal because every session, when it ends, is filled with many conflicting emotions, depending on the position, perspective, perception and feeling of each person.

The difference with previous sessions is that this session takes place at a time when the regional and world situation has many complicated, dangerous and unpredictable developments. Most notably, China illegally placed the Haiyang Shiyou 981 oil rig deep into Vietnam's continental shelf and exclusive economic zone, seriously violating Vietnam's sovereignty, sovereign rights and jurisdiction; violating international law, first of all the 1982 United Nations Convention on the Law of the Sea, the Declaration on the Conduct of Parties in the East Sea (DOC); violating the High-Level Agreement between Vietnam and China on guiding principles for resolving issues in the East Sea; deeply damaging the friendship, solidarity and neighborliness of the people of Vietnam and China.

Therefore, many people expected the National Assembly to have strong reactions such as issuing a separate resolution on the situation in the East Sea and felt disappointed and regretful when that did not happen. Although, right after the opening of the session, the National Assembly strongly condemned China's wrongful actions and issued a statement.declare Vietnam's just stance, resolutely oppose China's wrongful actions, demand China withdraw the Haiyang Shiyou 981 oil rig from Vietnam's exclusive economic zone and continental shelf and stop further actions that violate Vietnam's sovereignty. When patriotism is hurt because the sacred sovereignty of the Fatherland is violated, it is normal for people to demand even greater actions. But the National Assembly's decision certainly has a legitimate reason, there should be no further discussion.

There are still concerns as to why the session lasted more than a month, there are issues that voters across the country are very concerned about and have high expectations that will be thoroughly resolved in this session, but in the end there is still no satisfactory and specific answer. That is, the vote of confidence is still carried out according to 3 levels: high confidence, confidence and low confidence or should it be shortened to only two levels: confidence and no confidence as proposed and recommended by many voters sent to their representatives before and during the session. Is there something difficult and problematic here that the National Assembly has not been able to make a final decision.

Because according to information from the exchange between the Head of the National Assembly Office and the press, through the survey, more than 50% of the delegates agreed to take a vote of confidence twice per term, but less than 50% proposed to have only two levels of confidence. 30% of the delegates did not express any opinion on the levels of confidence when asked for their opinions. In case of postponement of voting to approve the amendment, Resolution 35 is still in effect, the National Assembly can still take a vote with the same 3 levels at the session at the end of this year, in accordance with the provisions of Resolution 35. At this session, the National Assembly postponed voting on the draft amendment to Resolution 35 on taking a vote of confidence for positions elected or approved by the National Assembly and People's Councils, as scheduled. Therefore, the vote of confidence is still in the old style, nothing has changed.

It seems that, in this issue, there is a difference between the voters' recommendations and the delegates' wishes. Because if the delegates correctly expressed the voters' will and aspirations, it is unlikely that the number of people who proposed only two levels of confidence would be more than half. Because through public opinion, almost everyone asked affirmed that the usual way of doing things, as has always been done, is to have two levels of confidence. When meeting with voters after the session, the delegates need to clarify this issue and explain it thoroughly and thoroughly for everyone to understand. Otherwise, the concern will turn into disappointment. Because many people have mocked themselves, "I come, I speak, I listen/ After speaking, I get on the train and go home", which does not solve any problem. And the big question that still lingers in the voters' minds is, is it really that difficult to eliminate incompetent officials from the apparatus?

At the closing session, the National Assembly assigned tasks to four ministries and branches whose leaders will answer questions at this session in the coming time to complete and have specific answers to issues raised by delegates related to their ministries and branches. These are the Ministries of Finance, Industry and Trade, Justice and Government Inspectorate. In particular, the Ministry of Finance must ensure financial safety and security regarding public debt, restructure public debt in the direction of shifting from short-term to long-term borrowing, issue government bonds with longer maturities; reduce budget deficit, limit the use of new loans to roll over old debts. The Ministry of Finance must also ensure budget revenue, balance revenue and expenditure, increase the budget's debt repayment capacity; detect, prevent and handle trade fraud, tax evasion, tax arrears, incorrect tax refunds, and transfer pricing.

In particular, the Ministry of Finance needs to strengthen control, regulation, price stabilization, and price transparency, focusing on essential goods and services that directly impact people's lives... However, on the eve of the day assigned the task of "controlling, regulating, and stabilizing prices", specifically from 8:00 p.m. on June 23, the Ministry of Finance allowed petroleum businesses to increase selling prices, with gasoline alone increasing by 330 VND, to 25,230 VND/liter of RON 92 and 25,730 VND/liter of RON 95 (in region 1).

For areas far from the center and seaports (region two), RON 92 and 95 gasoline are 25,730 and 26,240 VND/liter, respectively. It is unclear whether this increase in gasoline prices is accidental or intentional, but I am afraid that the task of "controlling, regulating, stabilizing prices, publicizing prices, focusing on essential goods and services that directly affect people's lives..." assigned by the National Assembly to the Ministry of Finance is likely to become an "impossible mission". There is no doubt that the rapid and unexpected price increase at the right time like above has disappointed people before they could expect it.

Of course, it is impossible to demand that the National Assembly must resolve every issue at each session. But at least, regardless of whether it is resolved or not, what needs to be done is not to let voters' expectations become disappointments.
