No distinction in training types when recruiting civil servants

This is the content specified in the Circular.05/2012/TT-BNVamending and supplementing a number of articles of Circular No.13/2010/TT-BNVDecree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating the recruitment, use and management of civil servants dated December 30, 2010 of the Ministry of Home Affairs detailing a number of articles on recruitment and promotion of civil servants.

The Circular also adds provisions for the process of considering admission without examination. Specifically, according to the old regulations, before deciding to accept without examination for special cases in civil servant recruitment, the head of the civil servant management agency must send a document to the Ministry of Home Affairs or the Central Organizing Committee for consensus.

However, with the new regulation, in case civil servants are working in public service units of the Party, the State and socio-political organizations, if they meet the conditions and standards to be considered for recruitment into civil service without examination according to regulations, and the agency, organization or unit still has staffing quotas, the head of the civil service management agency is allowed to consider and decide to recruit civil service without examination and must be responsible before the law for his/her decision. After that, there will be a written report to the Ministry of Home Affairs or the Central Organization Committee to serve the management, inspection and examination work according to authority.

According toInformation at the regular press conference of the Ministry of Home AffairsOn October 3, the Ministry of Home Affairs affirmed that current regulations on recruitment of cadres and civil servants are implemented uniformly throughout the country. Accordingly, current regulations do not prohibit people with part-time university degrees from taking entrance exams to state agencies. The Law on Education also does not distinguish between types of training such as full-time, part-time, public, and non-public. Degrees that are recognized as having the same value, those who study those training systems also have the same opportunities. Recruitment agencies and organizations must ensure the principles of fairness and objectivity.

Recently, the press reported that some localities announced that they would not recruit candidates with part-time degrees. The Ministry of Home Affairs has sent a delegation to the locality to inspect and grasp the specific situation. After receiving an official report on this issue, the Ministry will have a direction to handle it based on current legal regulations.
