Do not use budget for Tet gifts
Yesterday, November 16, the Prime Minister issued Directive 2051/CT-TTg requesting ministries, branches and localities to strengthen measures to stabilize prices and markets, and ensure social order and safety before and after the Lunar New Year 2012.
The Prime Minister requested ministries, branches, People's Committees of provinces and cities not to use budget money and public funds to give gifts during the Lunar New Year, and the Ministry of Finance to control state budget expenditures in accordance with regulations. At the same time, measures must be taken to ensure adequate supply of goods, especially essential goods such as food, foodstuffs, gasoline, and medicines; it is absolutely necessary to avoid shortages, speculation, hoarding, causing price spikes, negatively affecting people's lives, ensuring social order and safety, especially in the last months of 2011 and the Lunar New Year.
The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade must ensure the balance between supply and demand of essential goods, especially food and vegetables, to ensure sufficient goods to meet people's consumption needs, even in the event of a sudden increase in demand during the Lunar New Year.
At the same time, the State Bank of Vietnam proactively applies strong and effective solutions to control and stabilize foreign exchange rates and gold prices to prevent large fluctuations; gradually reduce interest rates, bringing interest rates to a level consistent with the goals and actual requirements of production; coordinate with relevant ministries, branches and localities to strengthen inspection and strictly handle cases of speculation, hoarding, and illegal trading of foreign currencies and gold that cause market instability...
