According to the Ministry of Culture, Sports and Tourism, recently, art performances and fashion shows have been rich and diverse, with many high-quality programs that have partly met the audience's need for art enjoyment. However, there are still some shortcomings and violations that have caused public outrage and strong reactions in recent times.
Therefore, in order to synchronously implement solutions to limit violations in performing arts and fashion shows, especially violations that have caused public outrage in recent times, it is necessary to have the coordination of many agencies, departments and branches, including Vietnam Television, Voice of Vietnam, Vietnam News Agency and radio and television stations of provinces and centrally-run cities.
The Ministry of Culture, Sports and Tourism requests that the above-mentioned units not organize, allow the organization or broadcast of programs and performances with artists and models wearing costumes and makeup that are not suitable for national traditions and customs; use technical means to replace the real voice of the performer (lip-syncing) and replace musical performances (imitation music); arbitrarily change acting movements, artistic performance style, add or remove lyrics and dialogue that are different from the content and form of performance licensed by the competent authority, causing bad consequences; take advantage of interactions with the audience to have behaviors or statements that are not in accordance with the approved and licensed programs, performances and plays;
At the same time, do not invite artists, singers, actors, and models who are being disciplined by competent state agencies or have been administratively punished for violations in cultural activities, which may cause negative image effects in the audience, negatively impact aesthetic education, personality, especially among young people, to participate in art performances and fashion shows organized or jointly organized by the unit.
The Ministry also recommends that media units should not accept advertising contracts using images of artists, singers, and models with the above violations.
In addition, it is necessary to limit cooperation in organizing programs with performance companies and model management companies that are being disciplined by competent state agencies or have been administratively sanctioned for violations in cultural activities.
Select images before broadcasting and posting
The Ministry of Culture, Sports and Tourism has also requested the Ministry of Information and Communications and the Central Propaganda Department to direct news agencies and newspapers to provide truthful and accurate information when writing articles reflecting violations by organizations and individuals, select images to post, and technically handle images that are not in accordance with Vietnamese customs and traditions before broadcasting or posting.
Do not post or broadcast images of artists, singers, actors, or models wearing costumes or makeup that are not appropriate to national traditions; use technical means to replace the performer's real voice (lip-syncing) and replace instrumental performances (parody music).
In case press agencies and reporters discover or have documents about violations in performing arts and fashion shows, they are requested to send the documents to the competent inspection agency for handling in accordance with the provisions of law.
