Failure to present an identity card when requested by a competent authority; failure to comply with legal regulations on issuance, reissuance, or exchange of identity cards; failure to comply with legal regulations on revocation or temporary detention of identity cards when requested by a competent authority will be subject to a warning or a fine of VND 100,000-200,000.

This regulation is issued in Decree 167/2013/ND-CP stipulating administrative sanctions for violations in the fields of security, order, social safety; prevention and control of social evils; fire prevention and fighting; and prevention and control of domestic violence.

The fine increases to 1-2 million VND if using another person's identity card to commit an illegal act; erasing or modifying the identity card; renting, borrowing or lending the identity card to another person to commit an illegal act.

As for acts of falsifying documents, providing false information and documents to obtain an identity card; forging an identity card; or using a fake identity card, the fine will be from 2 to 4 million VND.

For the act of mortgaging identity card to commit illegal acts, the fine will be from 4 to 6 million VND.

These regulations will be implemented from December 28./.
