Hanoi Department of Education and Training strictly prohibits organizing extra classes for primary school students, including holidays.
The Hanoi Department of Education and Training has just sent instructions on implementing primary school tasks for the 2013-2014 school year to the Department of Education and Training of districts.
Accordingly, the Department requires that schools and classes must teach one session per day, with a maximum duration of 5 periods per session and a minimum of 5 sessions per week. The content of extracurricular educational activities (4 periods per month) must be integrated into the subjects: Fine Arts, Music, Crafts/Techniques in a teaching direction suitable to the actual conditions of the locality and the school (cultural traditions, local occupations, teacher capacity and school teaching equipment).
Schools must develop plans to nurture excellent students and guide weak students to ensure they meet standards of knowledge and skills. Assign homework in a moderate amount and level appropriate to the students' level and ability.
For schools and classes that teach 2 sessions/day, the Department recommends continuing to expand the scale to increase the number of students studying 2 sessions/day to over 85% and improve the quality of teaching 2 sessions/day to ensure comprehensive education quality. The maximum duration is not more than 7 cultural education periods/day, for English enhancement or English familiarization classes, the teaching time is not more than 37 periods/week.
The Department requires that teachers need to guide students to self-study and create all conditions for students to complete lessons in class and effectively use supplementary materials, absolutely not requiring students to do extra homework at home. It is strictly forbidden to organize extra classes for primary school students, including holidays. Schools in areas with developed socio-economic conditions need to increase activities to implement comprehensive education goals. Extracurricular activities, educational activities outside of class hours, clubs... are flexibly organized according to students' abilities and needs.
