Thua Thien Hue province is expected to establish a centrally-run city meeting the criteria of a type I urban area.
On August 30, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 924/QD-TTg of the Prime Minister recognizing the area of Thua Thien Hue province planned to establish a centrally-run city meeting the criteria of a type I urban area.

The scope of urban classification assessment is the entire existing administrative boundary of Thua Thien Hue province with a natural area of 4,947.11 km2.2. The inner city area is the area planned to establish 02 districts under the central city, including the entire existing administrative boundary of Hue city, with a total natural area of 266.46 km2.
Previously, on July 22, 2024, at the headquarters of the Ministry of Construction, a conference was held to appraise the Project to recognize the area of Thua Thien Hue province planned to establish a centrally-run city meeting the criteria of a type I urban area and to assess the infrastructure level of the area planned to establish districts and wards in Thua Thien Hue urban area. Deputy Minister of Construction, Chairman of the Appraisal Council Nguyen Tuong Van chaired the conference. Also attending the conference were members of the appraisal council of central ministries, departments and branches. On the provincial side, there were member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of the province Le Truong Luu; Vice Chairman of the Provincial People's Committee Hoang Hai Minh.

According to Resolution No. 54-NQ/TW dated December 10, 2019 of the Politburo, Decision No. 1745/QD-TTg dated December 30, 2023 approving the Planning of Thua Thien Hue province for the period 2021-2030, with a vision to 2050, Decision 108/QD-TTg dated January 26, 2024 approving the General Planning of Thua Thien Hue urban area to 2045, with a vision to 2065 approved by the Prime Minister and the Thua Thien Hue Urban Development Program, by 2025 Thua Thien Hue will become a centrally-run city; the urban model is expected to have 9 administrative units including 2 districts, 3 towns and 4 districts.
Specifically, for the area planned to establish a district, including: Phu Xuan district with an area of 127.05 km2, population size of about 203,142 people with 13 wards (including: An Hoa, Dong Ba, Gia Hoi, Thuan Loc, Tay Loc, Thuan Hoa, Kim Long, Huong So, Huong Long, Phu Hau, Huong An, Huong Vinh, Long Ho) of Hue city in the existing Thua Thien Hue province. And Thuan Hoa district on the basis of the remaining part of the existing Hue city (with 139.41 km2natural area, population size of about 297,507 people; has 19 wards, including: An Cuu, An Tay, Vy Da, Phuoc Vinh, Truong An, Phu Nhuan, Thuy Bieu, Phu Hoi, An Dong, Vinh Ninh, Phuong Duc, Thuy Xuan, Xuan Phu, Thuy Van, Phu Thuong, Huong Phong, Thuy Bang, Thuan An, Duong No).
For the 3 towns: Phong Dien Town, Huong Thuy Town and Huong Tra Town are affiliated urban areas with the role of preserving and supporting the central urban area, promoting the unique values of the Ancient Capital and the tangible and intangible cultural heritage recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
And 04 districts: Phu Vang, Quang Dien, A Luoi and planned to merge Phu Loc district with Nam Dong district.

After reviewing and evaluating the current status of Thua Thien Hue province according to the criteria and standards prescribed in Resolution No. 26/2022/UBTVQH15 dated September 21, 2022 and Resolution No. 1210/2016/UBTVQH13 of the National Assembly Standing Committee, Thua Thien Hue has ensured the criteria and standards of a type I urban area directly under the Central Government and the 2 areas planned to establish districts, the areas planned to establish wards have ensured the standards on the level of infrastructure development of districts and wards of type I urban areas.
Regarding infrastructure, the review agencies highly appreciated the development of urban infrastructure in Thua Thien Hue, gradually affirming the role, potential and strengths of Hue with a fairly clear infrastructure system and functional areas, being a modern city but still preserving Hue's cultural identity, with cultural characteristics, heritage, ecology, landscape, environmental friendliness and intelligence.
The appraisal council unanimously approved the project and assessed the area of Thua Thien Hue province, which is expected to become a centrally-run city, as meeting the criteria for a centrally-run class I urban area with a total score of 82.91 points.
The appraisal council also assessed that 02 areas planned to establish districts ensure the standards on infrastructure development level of districts in type I cities directly under the Central Government and agreed to assess 05 areas planned to establish wards ensure the standards on infrastructure development level of wards in type I cities directly under the Central Government.
Existing urban areas in the area have also been reviewed and ensured to comply with urban classification criteria as prescribed (including: Huong Thuy Town; Huong Tra Town and type V urban areas: A Luoi Town, Khe Tre Town, Sia Town, Phu Loc Town, Lang Co Town, Phu Da Town, Thanh Ha Urban Area, Vinh Thanh Urban Area, La Son Urban Area, Vinh Hien Urban Area).
On August 2, 2024, the Ministry of Construction also issued Decision No. 750/QD-BXD on recognizing the area planned to establish Phong Dien town, Thua Thien Hue province, meeting the criteria for a type IV urban area; Decision No. 751/QD-BXD on recognizing the area planned to establish wards in Phong Dien urban area, Thua Thien Hue province, meeting the standards for urban infrastructure development level for wards of a type IV urban area.
Based on the Decision to recognize the area of Thua Thien Hue province as a centrally-run city meeting the criteria of a type I urban area, the province is speeding up the progress of the remaining procedures to submit to competent authorities for approval of the Project to establish a centrally-run city in the coming time. Striving to become a centrally-run city by 2025 according to Resolution 54-NQ/TW of the Politburo.
